A bridge across the Kaliningrad Bay


Design and construction timelines: 2019 to 2024

On June 7, 2019, a subsidiary of VIS Group, OOO Tenth Concession Company, entered into a concession agreement for the construction of a bridge across the Kaliningrad Bay in the Kaliningrad Region. OOO Tenth Concession Company acts as the concessionaire of the project, the grantor is the regional government.

The construction of a bridge across the Kaliningrad Bay is provided for by the master plan for the development of the regional capital until 2035. Attempts to implement such a large-scale project have been made before; it is of strategic importance for the region. This became possible only with the funds provided by a private investor.

The new bridge crossing will connect the Baltic and Kaliningrad highways. The high-speed four-lane road will become part of the ring route in the Primorsky recreational zone. VIS Group is currently designing the facility.

The total length of the road infrastructure, including the bridge over the Pregolya River, approaches, overpasses and interchanges will span over 8 km. The 2.85-km cable-stayed bridge will have four lanes. The new highway is projected to be a high-speed road with an estimated speed of 120 km per hour and a capacity of over 10,500 vehicles per day.

To reduce the burden on the regional budget, tolls will be collected after the facility is put into operation in the amount set by the Government of the Kaliningrad Region. This will reduce the payments to the concessionaire for the constructed bridge.

The bridge will make it possible to loop the Ring Road, connect the Southern and Northern Kaliningrad bypasses, and reduce the traveling distance between settlements by 40 km. The implementation of the project will create an opportunity for traffic flows from the northwest of the region to branch off the 1-A trans-European transport corridor Riga - Kaliningrad - Gdansk, improve the region’s transport accessibility and allow to remove transit flows of heavy vehicles from Kaliningrad. After the project is implemented, the regional budget will receive significant additional tax revenues.
