EEF-2019: PPP agreement signed on the construction of the “smart clinic” in Yakutsk

The Government of the Republic of Sakha (Yakutia) and VIS Group have signed a public-private partnership (PPP) agreement on the financing, design, construction and technical operation of a modern clinic in Yakutsk on the sidelines of the Eastern Economic Forum. This is one of the most anticipated medical facilities in the capital of the republic, slated to be commissioned in 2022.

"The health infrastructure in Yakutsk is quite far behind the necessary indicators. To meet the existing demand for quality services, we are building a completely new city polyclinic, which will become one of the most modern medical centers of the Republic", - said the Head of Yakutia Aysen Nikolaev.

Thanks to the PPP mechanism, the largest polyclinic complex, designed to solve the problems of structural adjustment of Yakutia’s health care system, will be created in the city. The cost of building and equipping the facility will amount to 1.7 billion rubles. The project volume is estimated at 3.1 billion rubles with distributed budgetary payments for the period until 2029 and includes not only the design, construction and delivery of medical and technological equipment, but also the technical operation of the clinic by a private partner for 7 years after putting it into operation.

“Today we have signed agreements, launching two very important projects in the republic. It is especially pleasant and valuable for us that they became a continuation of cooperation between the VIS Group and Yakutia. The new clinic will become the most advanced medical institution in the country and will significantly improve the quality of medical care,” commented Member of the Board of Directors of the VIS Group Sergey Romashov on the signing of the agreement.

An outpatient complex with an area of 8500 square meters for 600 visits per shift comprises diagnostic, pediatric, dental and therapeutic departments. In addition, there will also be emergency departments, medical prophylaxis, radiation diagnostics, primary specialized health care and a rehabilitation department.

The clinic will be equipped with modern magnetic resonance imaging scanners, expert-grade digital ultrasound diagnostic systems, X-ray, endoscopic, mammographic and radiographic equipment. Delivery, commissioning and subsequent technical operation within 7 years after putting the facility into operation will be ensured by the VIS Group.

All equipment is slated to be connected to a unified "smart clinic" information system. The data will be transmitted to the attending physician in electronic format, which will prevent repeated visits to the registration desk when referring patients to other specialists. This significantly optimizes the overall time of appointment and work of doctors.

The construction of a new outpatient complex will contribute to the development of the urban healthcare system, including the creation of a modern infrastructure for providing medical care to adults and children.
