Governor of the Novosibirsk Oblast holds a meeting with the top management of the Russian Environmental Operator and VIS Group

The meeting with Governor Andrei Travnikov completed the working trip to the Novosibirsk Region conducted by the CEO of the Russian Environmental Operator (REO) Denis Butsayev. Participants included representatives of REO, First Deputy Chairman of the regional Government Vladimir Znatkov, Deputy Governor Sergey Syomka, the Minister of Housing and Public Utilities and Energy Denis Arkhipov, and the management of VIS Group.

As he opened the meeting, Andrei Travnikov noted that the region has had both apparent successes and problematic issues in the field of waste management. Speaking about the concession project that entailed the creation of two waste sorting complexes with landfills, jointly implemented with VIS Group, he noted that despite all the problematic issues, the region has no intention of abandoning it.

“I agree that there is no need to stand still. I believe it’s possible to sign an additional agreement on the “unfreezing” of the concession. On one of the sites, the area will be changed for objective reasons,” said the Governor. He supported the proposal to create a tripartite project workgroup that would include REO representatives.

Denis Butsaev also commented on the situation regarding the settlements with OOO Ecology-Novosibirsk (part of VIS Group), the regional operator for the management of solid municipal waste and the carrier companies. “In my opinion, the issue of mutual settlements is inflamed. There are the regional operator’s obligations, which he must fulfill. Volumes provided by carriers are many times higher than the volumes agreed upon in the territorial plan. It is necessary to deal with the parties to the dispute in a judicial or pre-trial order,” said the head of REO. “Generally, I would call the situation in the Novosibirsk region positive.”

He also considered the support measures developed by REO, which should help market participants implement tasks within the framework of the Ecology national project more effectively: “For the time being, we are coordinating the support measures with the Government of the Russian Federation. There are about six such measures, including interest rate compensation, compensation of capital costs, obtaining guarantees and so on. We are ready to implement them in those 11 facilities that are yet to be created in the Novosibirsk region.”
