This is the first visit of the head of the state company to Novosibirsk. Its purpose is to assess the quality of implementation of industry reform measures, the work of the regional operator, and problem points that impede the successful implementation of one of the priority national Ecology projects. Therefore, the program of the work trip was designed in such a way as to meet with all the participants in the waste management market – the regional operator, MSW carriers and landfill site operators.
The delegation of the Russian Environmental operator was accompanied on the trip by VIS Group’s representatives – member of the Board of Directors Evgeny Skryabin, CEO of the VIS Group parent company (AO) Kirill Gapeev and CEO of OOO Ecology-Novosibirsk Larisa Anisimova.
The trip began with a visit to the MSW “Levoberezhny” landfill with an area of over 18 hectares - the largest landfill in the Novosibirsk region. Denis Butsaev examined the working map of the landfill and talked to the site management. To date, "Levoberezhny" has almost exhausted the waste reception capability and no longer meets the modern standards for MSW treatment.
A project that entails the creation of a new modern MSW management system was called upon to solve the problem of garbage disposal in the region. REO representatives visited the site designated for the construction of one of the waste sorting complexes in the vicinity of the Verkh-Tula village. As part of the concession agreement with OOO Ecology-Novosibirsk, a modern MSW sorting complex with a capacity of up to 400,000 tons per year with a landfill is slated to be built here.
As part of the main program, Denis Butsaev examined the Ecology-Novosibirsk front office set up for working with individuals. The head of REO was able to communicate both with residents who receive the services of a regional operator and with company employees responsible for working with the public.
At the headquarters of the regional operator, Larisa Anisimova discussed the technologies of production, technical and dispatch services and demonstrated the software used in daily work. One of the key issues in company operations at the initial stage of the MSW management reform was the absence of a client base in the Novosibirsk Region. Ecology-Novosibirsk has independently developed a program for maintaining and monitoring the REGISTER database, with the help of which today the provision of services to 94% of the region’s population is taken into account.
“Today, over 2.6 million people in 574 of the region’s settlements use the services of the regional operator. This is the only such high coverage indicator among Russian regional operators,” said Larisa Anisimova.
An extended meeting was held at the Ecology-Novosibirsk office under the leadership of Denis Butsayev with the participation of the Minister of Housing and Communal Services of the Novosibirsk Region Denis Arkhipov and the heads of transport companies engaged in the transportation of MSW. Among the issues discussed were the regional tariff policy, the level of payment collection and work with legal entities. The head of REO heeded separate attention to mutual settlements between the regional operator and transport companies and listened to the carriers’ position. The leaders of the three largest companies confirmed the presence of operating debt in an amount less than 15%. Carriers assured that this level of debt is not critical and cannot lead to a halt in operations.
At the invitation of VIS Group, representatives of the STAK technology company conducted a presentation at the meeting to introduce the online MSW transportation monitoring system, commissioned by the holding and is designed to make working with carriers more efficient and transparent. It is designed specifically for the needs of the Novosibirsk regional operator and is already working in pilot mode. The system will allow you to control all the data provided by carriers in real time, and eliminate the possibility of distortion of information.
A separate meeting topic was the implementation of a concession agreement on the construction of two waste sorting complexes in the region. Denis Karasev, VIS Group’s project manager and Minister of Housing and Public Utilities of the region Denis Arkhipov, provided information on the current project status. Following the meeting, Denis Butsaev noted that the implementation of the project is required to fulfill the tasks set in the framework of the national "Ecology” project, and must actually be launched in the near future.
“The state of infrastructure that I observed today allows us to name the Novosibirsk region among the critical regions. Within the framework of the concession, facilities that will contribute significantly to resolving this problem will be constructed. 12 similar facilities are planned in the region, and only one has been built,” said Denis Butsaev.
The implementation of the concession project became one of the key issues at the press briefing that followed the meeting and in which the majority of regional media participated. The chance to ask a question was used not only by key Novosibirsk media market players, but also by environmental and political activists.
“Our recommendations to the authorities are to draw up and implement a regional investment program for the construction of waste treatment and disposal facilities required to meet federal project objectives until 2024. Each year has its own intermediate indicator. Based on this, we had to start building yesterday,” stated Denis Butsaev.
Larisa Anisimova confirmed the readiness of OOO Ecology-Novosibirsk to work on the project. The allocation of a new land plot instead of the previously assigned one in the village of Razdolnoye remains the main unresolved issue. The concessionaire is ready to begin surveying immediately after the reassignment of land.
The CEO of VIS Group (AO) Kirill Gapeev also commented on the issues of delays in payments to some transport companies. “This is a two-way process, which today, indeed, is quite complicated with some carriers. If these companies consider the previously reported information regarding the amount of debt justified, the regional operator is ready to meet with them in court. However, to date, no claims have been received from carriers. Perhaps we ourselves will sue the unscrupulous companies as a preventive measure,” said the CEO of VIS Group.
In conclusion, Denis Butsaev commented on the intended procedure for the elimination of unauthorized landfills. He also answered questions about the measures being developed by the REO to support industry participants, which should help accelerate the resolution of urgent problems and support projects that help accelerate ongoing reforms.
