Khabarovsk Bypass: millions of cubic meters of soil, about two thousand piles and innovations in construction – first-year results of implementation of the largest PPP transport projects in the Russian Far East

In October 2017, the construction of the largest high-speed motorway in the Far Eastern Federal District – the Khabarovsk Bypass motor road – officially commenced. It is the first regional infrastructural concession in Russia that received federal co-financing from the PLATON system funds and moved on to the investment stage.

VIS Group, represented by the Regional Concession Company (OOO RCC), is the concessioner of the project.

A year later, the facility's construction readiness is nearing the 20% mark. Work is being conducted round-the-clock along the entire 26.8-km span of the road. Over 250 specialized vehicle units and 500 specialists, over 60% of whom are from the Khabarovsk Krai and the nearby regions, are engaged in the work. 1900 workplaces will be created in the course of road construction.

In order to preserve the existing road network and the optimal organization of the freight vehicles' operations, 26.5 km of temporary service roads were constructed. The work on engineering networks’ transfer has been completed as of this time; over 130 technical networks were discovered in the way of the future road. The highway passes through dozens of streams and watering systems, and 27 small artificial structures will be constructed in order to avoid blocking them. The construction of road junctions, bridges and overpasses is being conducted simultaneously. The main volume of work is comprised by ground work – 4.3 million cubic meters of soil have currently been placed, road dressing has commenced on certain segments of the road.

The creation of Khabarovsk Bypass has largely become a precedent for the auto industry of the Russian Far East. Innovation technologies, including the utilization of materials with improved durability characteristics, are used during the construction. Innovations are also implemented in the artificial structures – beams for the bridges and overpasses are being manufactured right on site using electric heating of the concrete. The first manufacturing plant of pre-stressed armed concrete beams in the Far Eastern Federal District was constructed next to the construction site. 1750 piles have been driven in so far for the artificial structures’ foundations. The course and the quality of construction is controlled using drone aircraft and 3D-modeling technologies.

Construction of the motor road will allow to decrease the burden on the Khabarovsk road network by 18%, remove the transport flow from the city and decease the volume of harmful atmospheric emissions by 30%. The new highway will create a comfortable environment for the city dwellers and promote the region’s significant socio-economic growth. Let’s recall that the agreement between the government of the Khabarovsk Krai and OOO RCC was concluded for a 15-year term as a result of an open tender in December 2016. The total cost of the project is over 40 billion rubles. The four-lane highway with the maximum allowed speed of over 120 km/hr. will allow up to 30,000 motor vehicles through.
