RIF - 2019: VIS Group delegation conducts a series of business meetings in the framework of the Sochi forum

The first day of the main program of the Russian Investment Forum has ended in Sochi. VIS Group’s delegation, headed by the Chairman of the Board of Directors Igor Snegurov and Member of the Board of Directors Sergey Romashov, conducted a series of business meetings with heads of regions, relevant ministries and major investment organizations.

Along with Alexei Orlov, the First Vice-Governor of the Sverdlovsk Region, Sergey Romashov and Natalya Reznichenko, First Deputy CEO of OOO FCC (part of VIS Group) discussed the prospects of implementing PPP projects aimed at developing regional infrastructure, as well as attracting investments to regional economy. In particular, specific projects in the transport and health care spheres were under consideration. The parties agreed to explore the possibilities of cooperation in the field of medical technology in more detail, including the creation of innovative clusters in the free economic zone in the Sverdlovsk region.

Igor Snegurov met with Kirill Dmitriev, CEO of the Russian Direct Investment Fund (RDIF), on the margins of the forum. They discussed areas of cooperation in the framework of infrastructural projects abroad, as well as work with foreign investors. In 2018, VIS Group, together with the RDIF, has already engaged Chinese partners in the development of the Khabarovsk Bypass concession project to construct the first high-speed highway in the Russian Far East. Positive cooperation experience can be used in new joint projects.

Practical application of PPP mechanisms in the implementation of the national infrastructure modernization plan was discussed at a meeting with Mikhail Rasstrigin, Deputy Minister of Economic Development of the Russian Federation. The Ministry of Economic Development and Trade of the Russian Federation is working on a series of important amendments to the concession legislation, allowing for the reimbursement of investors' costs as part of a private concession initiative. Such amendments may encourage more investors to develop and implement infrastructure projects in Russia. VIS Group representatives are among the members of the PPP-based Infrastructure Development Committee at the Ministry of Economic Development and Trade of the Russian Federation and constantly interact with coordination councils and working groups of the federal government on issues of public-private partnership.

VIS delegation’s work will continue on the second day of the forum. The second day will entail a series of meetings with heads of several regions and the signing of an agreement on the first PPP project in Russia concluded under the Federal Law 224-FZ on the establishment of a city outpatient clinic network in Novosibirsk.
