Russian government will additionally allocate over 7 billion rubles to complete bridge construction project in Novosibirsk

During a meeting with Deputy Prime Ministers on December 26, Chairman of the Government of the Russian Federation Mikhail Mishustin announced his support for VIS Group’s concession project to build a bridge across the Ob River in Novosibirsk. The Government of the RF will allocate an additional 7 billion rubles to complete the construction as part of the project’s federal co-financing. This support measure was adopted due to a significant rise in the cost of building materials.

“The President drew attention to the need to increase the capacity of Russian highways and reduce the share of regional and federal highways operating in overload mode,” said Mikhail Mishustin. “The launch of traffic along this route [the bridge across the Ob] will make it easier for drivers to access federal highways, including the Chuisky tract. The project is in a high degree of completion, but it needs additional support due to rising prices for building materials. And it will be provided: we will allocate over 7 billion rubles for these purposes.”

The text of the Government Decree of December 24, 2022 was published on the website of the Government of the Russian Federation, which states: “Distribute budget allocations in the amount of 7,289,345,000 rubles from the reserve fund of the Government of the Russian Federation in 2022 to Rosavtodor as an interbudgetary transfer from the federal budget to the budget of Novosibirsk region.”

The project’s current overall construction readiness is 60%. The first layer of poured asphalt on the channel part of the bridge has been laid on an area of almost 20,000 square meters. Traffic was launched along the reconstructed overpass with a double-track tram line on the right bank of the Ob. Here, the construction of an “H”-shaped 114-meter pylon continues. To date, its left and right struts have been cast to a height of 100 and 96 meters, respectively, and a 221-tonne upper bulkhead has been installed. Over 1,700 tons of metal structures and about 2,300 tons of special auxiliary structures and devices were assembled on the cable-stayed section of the bridge.

In addition to the bridge crossing, the project includes the construction of two large transport interchanges, two tunnel-type overpasses. More than 5,300 tons of metal structures have been installed on the main passage overpass near the Truda Square. Over 50% of the work on the tunneling of the closed part was completed on the tunnel-type overpass across the Trans-Siberian Railway, the right portal along the main route was completed.

The concessionaire of the project is the Siberian Concession Company (part of VIS Group), the financial partner is Gazprombank. Under the terms of the concession agreement, the completion date for the facility is the end of 2023. VIS Group did not stop construction either during the pandemic or during the peak of price increases and disruption of logistics. However, it all led to a significant increase in the cost of construction. In order to level the negative consequences and prevent the default of infrastructure projects, the Government of the Russian Federation issued Decree #2594 dated December 31, 2021, which provides for the procedure for compensating concessionaires for additional costs. VIS Group carried out all the necessary work in accordance with this document, and in 2022 a positive conclusion was received from the repeated state examination, which confirmed the rationale for increasing the project cost.
