“As promised, starting on July 15 we will increase the speed on the Khabarovsk Bypass and continue to raise the attractiveness of this road. In accordance with traffic rules and category 1B, the maximum speed here will be 110 km/hr. Accordingly, residents will be able to get from point “A” to point “B” more comfortably and quickly,” said Georgy Mazunin, Minister of Transport and Road Facilities of the Khabarovsk Territory.
Increasing the speed limit should make the route around the city even more convenient and reduce the burden on the city road network. Starting on May 15, transponder-based contactless fare payment was launched at the Khabarovsk Bypass. Since that time, motorists have used the new method more than 10,000 times, with 70% of the transponder flow being heavy vehicles.
In preparation for the increase of the allowed speed, the road surface was monitored for compliance with GOST for highways and expressways. Work was also carried out to install road signs and markings. Based on its results, a road commissioning inspection was carried out with the participation of representatives of the Khabarovskupravtodor, the traffic police department for the Khabarovsk Territory and OOO Transtoll, the road operator. As a result of this inspection, permission was received to increase the speed limit.
“Over the two years since the launch of traffic along the Khabarovsk Bypass, over 4.8 million cars have used this road. The average daily traffic is over 6,300 cars, and we have recently been registering up to 8,200 trips per day. Almost every 10th car is a freight vehicle, which had previously passed through the city due to the lack of an alternative. We hope that increasing the permissible speed threshold will lead to an even greater increase in the number of motorists. Now the road fully justifies its status as the first expressway in the Russian Far East,” said Sergei Kozlovsky, head of VIS Group’s corporate communications department.
Khabarovsk Bypass is the first public-private partnership project in the transport sector in the Russian Far East and the largest in the Khabarovsk Territory. The road was built with co-financing from the federal and regional budgets and investor funds. Traffic opened on July 15, 2022. The expressway connects three federal highways: Ussuri, Amur and Vostok. The main route is 27.1 km, and the total length of the created transport infrastructure is 52.8 km. The road passes through five traffic junctions, 24 bridges and overpasses. Under the terms of the concession agreement, VIS Group’s operating company will manage the road until 2031. Currently, the prospect of extending the road to the checkpoint across the state border with China on Bolshoy Ussuriysky Island is being considered.
