In accordance with the signed loan agreement, Gazprombank is slated to open a line of credit for the Regional Concession Company with a limit of 7.5 billion rubles. The funds obtained will cover the project’s capital costs.
The Khabarovsk Bypass highway is the largest transportation project in the Russian Far East, implemented on the public-private partnership principles. The concession agreement between the Khabarovsk Krai and OOO Regional Concession Company was concluded following an open tender in December 2016 for a period of 15 years. The total cost of the project amounts to over 40 billion rubles, 25% of this amount is funded by private investment. About 29 billion rubles will be financed by a capital grant, which includes the funds collected by the PLATON system. This is the first large-scale project aimed to create transport infrastructure, which will utilize the funds collected by the toll collection system for heavy vehicles.
“The construction of this highway will allow to attract additional investments to the region, contributing to the continuing development of its economy and providing the residents of the Khabarovsk Krai with modern and high-quality infrastructure; meanwhile, the employment of the public-private partnership mechanism will effectively utilize budget funds within this important project,” said the Deputy Chairman of Gazprombank, Alexey Belous.
The creation of the Khabarovsk Bypass has in many ways become a precedent for the automotive industry of the Russian Far East. During construction, innovative technologies are used, for instance, the pre-stressed reinforced concrete beams production was organized directly at the site for the first time in the Far Eastern Federal District of Russia. In the near future, the first of two asphalt concrete plants will be put into commercial operation, and there are no analogues in the region in terms of the quality and characteristics of the road pavement. Work monitoring throughout the route is carried out using unmanned aerial vehicles and 3D-modeling technologies.
“The Khabarovsk project is unique in many ways. Thanks to the joint work of the Khabarovsk Krai leaders, our holding and our financial partner, Gazprombank, we had managed to structure, attract funding for and launch this large-scale project in the shortest period of time. It is of strategic importance for both the region and the country. The upcoming highway will be a powerful driver in the development of the Russian Far East; it will provide fundamentally new logistics opportunities and establish prospects for the organization of new production sites. The multiplier effect of the commissioning of the Khabarovsk Bypass is estimated at hundreds of billions of rubles,” said head of VIS Group Igor Snegurov.

Today, at the St. Petersburg International Economic Forum, a credit agreement was signed between Gazprombank and OOO Regional Concession Company (a member of VIS Group) as part of the Khabarovsk Bypass highway project.
