Thanks to VIS Group’s PPP project, the era of wooden kindergartens is ending in Yakutsk, says Head of the Republic of Sakha Aisen Nikolayev

Ivushka kindergarten on Ilmenskaya Street of Yakutsk was the first of the twelve facilities constructed under the public-private partnership project. The new educational institution’s opening ceremony was attended by the Head of the Republic of Sakha (Yakutia) Aisen Nikolaev, the Minister of Education and Science of the Republic Vladimir Egorov, First Deputy Head of the Yakutsk city district Vladimir Fedorov, VIS Group management. They cut a symbolic ribbon, inspected the new building and participated in the celebration in the music hall.

After performing the Alqys (national consecration ceremony) in the new building, the visitors congratulated the future kindergarten students, their parents and teachers on the successful completion of the facility construction.

“Today we are all witnesses to a unique event. With the opening of this kindergarten, the era of wooden kindergartens in Yakutsk is coming to an end! We are particularly pleased that the long-awaited building is opening up very well in advance. We were right to choose to partner with one of the market leaders, VIS Group, which proved that professionals can work even under our extreme climate conditions,” said Aisen Nikolayev. The head of the region also emphasized that today's event is the first in an entire series of new social facilities built by the VIS Group.

Yakutia’s largest social project was launched in 2015, when the Government of the Republic and Gazenergomontazh (part of VIS Group) signed a PPP agreement. Thanks to this fact, it became possible to utilize the private partner’s funds to establish modern educational and leisure institutions that will form a new image of the social infrastructure of the capital of the republic. After the facilities are commissioned, VIS Group will conduct their technical operation for another seven years, which makes the private partner entirely committed to the high quality of the facilities under this project format.

The total investment in the construction and equipping of four schools, five kindergartens, a children's art school, a library and a modern art center will require over 9 billion rubles, more than 5 billion of which are VIS Group’s proprietary funds. The republic will pay for the constructed facilities gradually, up to 2026. The PPP agreement provides for the premature acquisition of facilities.

“The public-private partnership format allows us to solve the most critical problems with the help of private business. Even under conditions of insufficient budgetary funding, modern and essential social infrastructure facilities are being created, which can be used today, while the payments are made over several years. We are pleased that a fundamentally new base for educational and cultural institutions will be created in the republic with the help of VIS Group,” said Sergey Romashov, a member of VIS Group’s Board of Directors.

Ivushka kindergarten will accept 240 children. The total area of the building is 3,500 sq. m. Apart from group rooms comprising play, sleeping and hygiene zones, there is a swimming pool, gym and music halls, special rooms for educational and learning programs. Well-equipped sports grounds and playgrounds, outdoor verandas are already waiting for the young residents of Yakutsk in the adjacent territory.

“According to the PPP agreement, this kindergarten was slated to be commissioned only at the end of next year. But thanks to the high pace of work, we managed to complete this facility well in advance of the deadline and make it the first to be launched,” said Denis Nekrasov, CEO of OOO Gazenergomontazh. He handed the symbolic key to the new building to the head of the kindergarten, Lyubov Krayevaya.

“I would like to thank the head of our republic, Aisen Nikolayev, the administration of Yakutsk and VIS Group for such a wonderful New Year's gift. The commissioned kindergarten meets the most modern requirements and is equipped with everything necessary for our children to receive an adequate education and upbringing from the youngest age,” the kindergarten director said.

Sergey Romashov, a member of the Board of Directors of VIS Group, was awarded a Certificate of Honor by the head of the region for his contribution to the social development of the Republic of Sakha (Yakutia). Denis Nekrasov, CEO of OOO Gazenergomontazh, received the Insignia of Civic Prowess, and company employees were commended by the Department of Education of the city administration and Ivushka’s management.

All materials, equipment, furniture and gear for the kindergarten were selected not only on the basis of modern construction standards and requirements for children's institutions, but the teachers’ wishes were also taken into account. Original design solutions were used in the interiors. The most modern security systems have been installed and tested in the building – video surveillance, smoke removal, control and management of visitor and staff access. The kindergarten is equipped with elevators and ramps for people with limited mobility. Everything here is ready for the children and teaching staff.
