The builders of the Khabarovsk Bypass protect the regional capital from flooding

Part of the equipment engaged in the construction of Khabarovsk Bypass, the first high-speed highway in the Russian Far East, is now involved in the construction of a flood dam on the Amur River. About a dozen heavy-duty dump trucks are transporting soil to fill the protective structure.

Experts are predicting three flood waves in Khabarovsk. The first wave has already approached the city, when the level of the Amur reached 449 cm on August 5. The island part of the regional center is gradually being flooded. Water is rising by 10-15 cm per day. Another sharp rise may occur on August 8-10. According to forecasts, the water level will reach the level of 5.50-6 meters, the Interfax news agency reports.

“There is no flooding threat for sections of the future Khabarovsk Bypass highway, protective structures have already been erected along the entire route. There remains the threat of flooding at the quarries that provide the soil for construction. The approach to one of them (Khokhlatskoye deposit) in the vicinity of the Fedorovka village, is already flooded. Now we are using the soil from two other deposits. We are continuously monitoring the situation,” said Yevgeny Lepustin, head of the Khabarovsk Territorial Administration of the Regional Concession Company (part of VIS Group).

The route’s technical readiness as of the beginning of August is about 40%, the construction is scheduled to be completed in 2020. The Khabarovsk Bypass road is of strategic importance, connecting three federal highways at once: A-370 Ussuri, R-297 Amur and A-375 Vostok. In the future, further project development will allow access to the Chinese highway network. The total span of the road will be 26.8 kilometers. The 15-meter wide, 4-lane roadway with a maximum speed of 120 km/h, will allow for the passage of up to 25,000 cars per day.

The project is being implemented on the principles of public-private partnership, with VIS Group is acting as an investor. The concession agreement was concluded for a period of 15 years, of which three years are allotted for construction.
