The first expressway in the Russian Far East is ready for traffic

The Ministry of Construction of the Khabarovsk Territory issued a permit for the commissioning of the Khabarovsk Bypass highway. The document confirms the complete readiness of the new route for the launch of vehicle traffic.

The highway was built on a concession basis with the attraction of extra-budgetary investments. Under the terms of an agreement with the Government of the Khabarovsk Territory, the VIS Group ensures the organization of financing, construction and operation of the road. This is one of the first regional projects to receive federal co-financing. The total span of the created transport infrastructure is 52.8 km, of which the main course of the route is 27.1 km, transport interchanges - 17.6 km, roads of isolated territories - 8.1 km. By 2025, the projected traffic will amount to 25,000 vehicles per day.

“Khabarovsk Bypass is VIS Group’s flagship road concession. It was very important for us to prepare the way for the launch of vehicle transit in the projected timeframe, and we have succeeded. The highway is ready to go into the operational phase. The transport infrastructure created under the concession will produce a tangible effect in the near future, namely, it will unburden the street and road network of the regional capital, foster the development of adjacent territories and the inflow of investments,” Dmitry Doyev.

If the regional authorities opt to open the road to traffic, Khabarovsk residents and transit vehicles will be able to use it without paying a fare until the end of the year. It will allow to immediately unload city roads and reduce their wear in the winter, while motorists will begin to appreciate all the advantages and quality of the high-speed highway.

Khabarovsk Bypass is the first high-speed highway in the Russian Far East. It was designed for vehicles moving at a speed of 120 km/hour. Lighting masts have been installed along the entire length of the road, all traffic safety measures have been taken. Traffic safety will be controlled by an intelligent control system. After the road is commissioned, the VIS Group will operate it until the end of 2031; the Transtall operator company has been created within the holding for this specific purpose.

The total capital expenditures amount to 47 billion rubles, of which 18.8 billion rubles are allocated from the federal budget. The VIS Group invested approximately the same amount of proprietary and borrowed funds - 17.5 billion rubles. 10.7 billion rubles are disbursed from the budget of the Khabarovsk Territory. The financial partner of the concession is Gazprombank.

The project is being implemented under the supervision of the Federal Road Agency and the Ministry of Transport and Road Facilities of the Khabarovsk Territory. In March 2021, the construction site was visited by the head of Rosavtodor Roman Novikov, Deputy Prime Minister of the Russian Federation Marat Khusnullin and the head of the region Mikhail Degtyarev. They assessed the final stage of the work, and discussed the prospects for extending the Khabarovsk Bypass to the Bolshoi Ussuriysky island and entering the road network of China.

“During construction, a modern material and technical base was created in the region, more than 1,500 new jobs were created, local contractors and suppliers of materials and equipment were engaged. For the first time in the Russian Far East, innovative technologies were applied in road construction, including the installation of cast asphalt pavement and monitoring of work using drones and the GLONASS system. All of this will become an incentive for the subsequent development of the regional construction complex,” said Pavel Ovchinnikov, CEO of the VIS Group’s transport division.

The constructed highway is capable of unloading the road network of Khabarovsk by almost 20% and contributing to a 30% reduction in harmful emissions into the city's atmosphere. Khabarovsk Bypass will connect three federal highways (Ussuri, Amur and Vostok) will connect the sites of the Khabarovsk PSEDA and will become a new regional point of development. The created transport infrastructure will allow to comprehensively develop the adjacent territories.
