Today, Evgeny Podgorny, Deputy Chairman of the Committee for Culture, Education, Science, Sports and Youth Policy of the Regional Legislative Assembly, familiarized himself with the construction site of Polyclinic #22 in the Kirovsky district of Novosibirsk. Construction is taking place in his constituency area, so the deputy knows firsthand about the problems that his voters are facing and about the specifics of the site allocated for the new clinic. The residential area is heavily swamped, which had to be taken into account both during the design and at the start of construction.
“The project provides for a large number of piles; on average there are more than 950 piles, and their density is very high. Compared to our other clinics, there are about 1.5 times more piles because the soils are plastic and swampy in this area. The basement floor is located much higher than the ground level, which will protect the building from flooding,” said Andrey Isaev, Deputy CEO of VIS Group’s Construction Division.
Today, 35 people and 2 tower cranes are engaged in the construction. The reinforcement and concreting of the monolithic grillage are already half completed, over 60% of the foundation slab has been completed. The builders started erecting reinforced concrete columns of the building and basement walls, and they reached the first-floor level in one section of the future five-story building. All work is carried out in accordance with the schedule.
“Since 2010, I have been instructed by my voters as a deputy of the Legislative Assembly to promote the construction of a polyclinic in the Kirovsky district. Today we see that this problem has moved towards its resolution, and the construction of the polyclinic has begun. First of all, the party aims to control the process that takes place at the construction site. Today we see that about 10% of the building frame has already been built. We hope that patients will be examined and receive medical care here in Q2 2024,” Evgeny Podgorny commented on what he saw at the construction site.
Thanks to the PPP format, it was possible not only to attract extra-budgetary investments to the project, but also to make it far more financially efficient compared to the state contract. According to the Ministry of Economic Development of the Novosibirsk Region, today this figure is 13%. In monetary terms, this entails savings of at least 2.5 billion rubles of budget funds.
The area of the new modern medical complex will be almost 13,000 m2. Unlike the regular polyclinics, it will provide opportunities comparable to specialized diagnostic centers. To this end, under the terms of the agreement with VIS Group all medical institutions will be equipped with CT and MRI, mammography, X-ray and fluorography complexes, as well as ultrasound devices. This is one of the largest of the seven polyclinics of the PPP project. It will serve 60,000 residents of the Kirovsky District and is designed for over 900 visits per shift. As in all other of the project’s polyclinics, both adult and children's departments are created. There will be a total of 7,800 units of technological equipment at the facility. The number of personnel is slated to be over 400 people. The deadline for polyclinic commissioning is Q2 2024.
