Two blocks of the future District Center for Maternal and Children’s Health Care in Surgut are ready for testing engineering systems and equipment

On December 12, representatives of the Government of the Khanty-Mansi Autonomous Okrug - Ugra, federal and regional media journalists visited the site of the perinatal center under construction in Surgut.

The press tour was organized in conjunction with the Department of Public and External Relations of the Khanty-Mansi Autonomous Okrug - Ugra. The event was attended by Director of the Health Department Alexey Dobrovolsky, Physician-in-Chief of the Surgut Clinical Perinatal Center Larisa Belotserkovtseva, CEO of VIS Production Company Yury Raushkin, CEO of OOO VIS Infrastructure Semyon Prokofiev.

The District Center for Maternal and Children’s Health Care in Surgut is slated to be one of the largest and most technologically advanced medical institutions in the country in terms of scale, level and quality of equipment. This is the largest PPP investment project in the health sector, which is being implemented by the VIS Group using proprietary and borrowed funds.

“This is the first large-scale social project in Ugra. The public-private partnership interaction format is exclusive in our autonomous region. It is also unique that this facility is being constructed in a short time. Typically, such construction requires over 7 years. Our task in the context of the current complex regulatory framework is to lead this project forward,” said Alexey Dobrovolsky, Director of the Health Department of the Khanty-Mansi Autonomous Okrug - Yugra.

Media representatives were able to personally evaluate facility’s construction readiness. To date, construction and finishing works in the food and utility units of the future center have been completed: engineering networks, ceiling and floor coverings, and door blocks have been installed. Equipment installation is set to begin in the near future.

Cold and hot workshops will be set up in the food block for the purpose of cooking for both patients and medical and service personnel. Freezing and cooling chambers and a meal assembly room will also be established, along with classrooms and utility rooms. A dining room with 100 seats has been equipped to cater to employees on the 2nd floor of the food unit, and the delivery of ready-made meals for patients will be conducted through a system of internal transitions between the center’s buildings.

Engineering networks have also been installed and internal finishing has been completed in the utility block. It contains administrative offices, an ambulance garage, storage rooms, and a medical waste disposal room. Comprehensive engineering network automation was implemented both in the utility and food blocks, which allows for operation mode control, current instrumentation parameters and real-time emergency conditions.

One of the medical units (Unit B) is also in a high degree of construction readiness. This building has an area of 16,600 sq.m. consists of 6 floors of medical premises, basement and technical floors. In this block, an in-hospital pharmacy will be located on the 1st floor; while on the 2nd, 3rd and 4th floors there will be a consultation and diagnostic center that includes several specialized departments with doctors' offices and examination rooms. The reproductive technologies department will be located on the 5th floor, along with the day care patient ward. The 6th and 7th floors will contain clinical departments with classrooms and a 120-seat conference room, a clinical diagnostic and microbiological, as well as a clinical and experimental perinatology laboratories. The so-called “clean rooms” will also be located in Block B, including operating rooms, anesthesia and pre-operative wards and an IVF laboratory. All in all, the new center will contain 159 “clean rooms”, with a total area of over 4,000 square meters.

The finishing works at Block B are in the final stage: the installation of door blocks and suspended ceilings is completed, and the floors are covered. At the same time, finishing works are ongoing in two other medical units, which contain the receiving departments, in-patient unit, neonatal surgery department, operating unit, intensive care and resuscitation unit, simulation and training center, and rehabilitation unit.

In the spring of next year, after the completion of all finishing works, the installation and commissioning of medical equipment will begin. The center's equipment includes 18,000 units of equipment, including 6,000 units of high-tech medical equipment, including computer and magnetic resonance imaging complexes, mammography systems and neonatal surgery devices. Concurrently with the installation of medical equipment, staff will be trained to work with new equipment and preparation for facility’s licensing will be underway.

“All the most modern technologies, which are so vital for doctors today, for example, an X-ray operating room and a robotic operating room will be present in the new perinatal center,” said Larisa Belotserkovtseva, head physician of the Surgut Clinical Perinatal Center.  “New types of medical care will, of course, require more qualified doctors. Beside the fact that a qualified team of doctors from our perinatal center is preparing to work at the center, the selection of new specialists who will provide high-tech medical care is already underway.”

The District Center for Maternal and Child Health Care will be ready for commissioning in the second half of 2019. VIS Group is the private partner in this project. Until 2025, under the PPP contract, we will also carry out the operation of the District Center for Maternity and Children’s Health Care, therefore, we are deeply committed to the high quality of construction and equipping of the new center,” said Yuri Raushkin, CEO of VIS Production Company. “We have multi-phase control over project implementation – both at the company management level, on the part of the Government of the Khanty-Mansi Autonomous Okrug - Ugra, and public institutions. Such real-time construction progress monitoring allows us to promptly make decisions on all emerging difficulties and to move systematically towards the opening of the center.”

The perinatal center in Surgut will be the only one of its kind in the Far North and similar regions, as well as one of the largest perinatal centers in Russia
