“Today we are opening the first and very important concession road in the Mytishchi urban district, which will connect Dmitrovskoye and Yaroslavskoye Highways. We know that the district is actively developing, there are many residents here, and transport issues always occupy a prominent place. We have been building this road with a large number of engineering structures for 4 years, together with our reliable partners. As always in our huge metropolitan Moscow Region, this is due to difficulties related to moving communications. The first construction equipment entered the site in January 2021. Just 4 years later, not only a modern road surface with 6 interchanges was built, but also 11 bridges and overpasses, the total length of which exceeds 2 km. The category 1B road allows for a speed limit of up to 110 km/h. VIS Group is the project investor and concessionaire, which, under the terms of the concession agreement, was responsible for the design, construction and organization of financing, and will also carry out the targeted operation of the road until 2038. The financial partner of the concession is Gazprombank.
"It is very important for us that the road was built on time, and even slightly ahead of schedule. This was achieved despite the difficult economic conditions that fell on the years of the project's implementation. Our partners, the Government of the Moscow Region and Gazprombank, played a significant role in this, promptly making decisions that ensured rhythmic financing. Capital expenditures amounted to 50.1 billion rubles, of which 7.7 billion rubles were financed from the Moscow Region budget at the construction stage. Almost 85% of investments are private, which is one of the highest figures for concession projects in the country,” said Sergey Romashov, Chairman of VIS Group’s Board of Directors.
The new chord is located at a distance of 4-8 km from the Moscow Ring Road, acting as its backup. Now, travel time to the capital will be reduced for residents of the Moscow Region by an average of 1 hour, and residents of the Yaroslavl direction will be able to get to Sheremetyevo International Airport faster, bypassing the Moscow road network.
“Up to 2,000 people were involved in the construction of the chord, a large-scale a complete modernization of utility networks with a total length of about 13 km, including high-voltage power lines that fell within the construction zone. The road meets the highest environmental standards, and the constructed rainwater treatment system includes 13 local treatment facilities,” said Sergey Yudin, CEO of VIS Group.
The toll collection system was replaced during construction from the barrier system according to the original design to a “free flow”, which ensured unimpeded passage for cars. Transponders can be used here, as on most toll roads in Russia. The Mytishchi Chord is designed to allow through 39,000 cars per day. 27 entrances and exits connect it with the street and road network of surrounding cities, villages and towns. Thanks to this, motorists will be able to use both the entire route and individual sections, paying the cost of the actual distance traveled.
"The construction of the Mytishchi Chord is an example of what an effective public-private partnership should be. Most of the investment was comprised of private funds provided by Gazprombank. Thanks to this, the project was implemented with a minimal burden on the regional budget. We at the bank, together with our partners, are doing everything to ensure that there are more such projects throughout the country, and that their implementation does not stop, no matter what the external factors. After all, the development of infrastructure, and along with it the economy as a whole, cannot wait," said Pavel Brusser, First Vice President of Gazprombank.
The toll road operator is Transtoll, a part of VIS Group. After the launch of the traffic, a free travel test mode is in effect so that motorists can evaluate the advantages of the new route and get used to it. The toll mode will be launched after all the necessary legal procedures are completed.
VIS Group opens traffic on the Mytishchi Chord ahead of schedule
