The meeting with the session participants was held by the head of the region Aisen Nikolaev. The following were invited to the meeting as experts: Chairman of the Board of Directors of VIS Group Sergey Romashov, head of the Investment Division Natalia Reznicenko and Deputy CEO of the Investment Division Olga Ruban.
The project will be implemented in a public-private format partnership using concession agreements within the framework of the "Development of Infrastructure for Scientific Research and Personnel Training" Federal Project of the "Science and Universities" National Project. Up to 60% of the project cost may be financed through a federal grant.
“During the working visit of the President to Yakutia, I presented to Vladimir Vladimirovich the project of an inter-university campus in Yakutsk. This is one of the most ambitious tasks facing the republic today. Our campus will be completely unique, there is no doubt about that. When creating it, all of the republic’s competitive advantages will be taken into account, i.e., a powerful mining sector and creative industries. We intend to create a new university aimed at technological entrepreneurship,” emphasized the head of Yakutia.
Russian President Vladimir Putin in his Address to the Federal Assembly instructed to expand the program for creating world-class campuses in Russia to 40 campuses with the attraction of 400 billion rubles for these purposes by 2030. The first 17 projects have already been identified for implementation in 2021-2022. At the moment, the Government of Yakutia is preparing for the next competitive selection, based on the results of which 8 campus projects will be approved.
The inter-university campus project provides for the construction of educational and laboratory buildings, social and sports and entertainment facilities, as well as a residential complex for students and teachers. The participants of the strategic session discussed the process of preparation, conceptualization and financial modeling of the republic's application for entry into the federal program for the creation of a network of university campuses.
The Republic of Sakha (Yakutia) is one of the key regions for VIS Group. The holding has already implemented a PPP project here to create 12 educational and leisure institutions. At the moment, one of the largest cultural clusters in the Russian Far East is also being built in Yakutsk on PPP principles. The main stage of construction of the bridge crossing over the Lena River will begin in the near future. This concession project has no analogues in the world history of bridge construction.
