On November 25, Moscow hosted the Summit of Infrastructure Project Market Leaders (InfraSummit), summing up the results of the implementation of public-private partnership (PPP) projects and concessions in Russia over the past year. The event attracted over 300 delegates, including representatives of federal and regional authorities, heads of large infrastructure and investment companies, financial and legal specialists, and experts in information-related activities. VIS Group was represented by Natalia Reznichenko, CEO of the parent company of the Investment Division, and Sergey Kozlovsky, Head of the Holding's Corporate Communications Department.
The summit’s main topic was the key results of the infrastructure project market in 2022, the prospects for its development in the new political and economic reality, an overview of the latest achievements of concessionaires and private partners, and sources of PPP project financing.
The latter was discussed in the framework of the panel session “Infrastructure Project Financing: A Bond Issuance Roadmap,” in which Natalia Reznichenko took part. VIS Group is one of the few market participants who use a wide range of tools to organize PPP project financing. These are bank loans and equity loans, attracting financial partners, as well as bond financing.
Natalia Reznichenko explained how various mechanisms can reduce the cost of debt financing used in a project. It requires the use of capital market instruments, such as the issuance of project and corporate bonds. This is convenient at the projects’ operational stage, when cash flows are clear and easily predictable, and construction risks are excluded. The discussion participants drew particular attention to the holding's experience in issuing social bonds. VIS Group became the first in Russia to independently verify its securities for compliance with the social bonds principles of the International Association of Capital Markets.
Sergey Kozlovsky was the speaker at the session “Russia’s infrastructural achievements: how to promote PPP projects on the national level.” The discussion was devoted to the most effective mechanisms for promoting infrastructure projects and the existing barriers that prevent the perception of information about concession and PPP projects. The head of the Corporate Communications Department shared VIS Group’s experience and spoke about the specifics of PR activities in various Russian regions. The session had a constructive outcome - proposals to join forces in the work on covering infrastructure projects in Russia by creating a separate platform for exchanging experience and evaluating achievements in the communications sphere.
