VIS Group will launch a transponder fare payment system at Khabarovsk Bypass

The contactless fare payment system on Khabarovsk Bypass, the first high-speed highway in the Russian Far East, is slated to be launched this year. Motorists will be able to pay with transponders. The system is currently being tested, including the installed hardware and specialized software.

The highway is built under concession principles. This is the first regional road project to receive co-financing from the federal budget. Traffic along the Khabarovsk Bypass was launched in July 2022, and the highway has been functioning in a paid mode since November 2022. VIS Group acts as an investor and concessionaire of the project, Gazprombank – as its financial partner.

“Despite the fact that the contactless travel system was not provided for by the concession agreement, we have laid down this opportunity with a future perspective,” said Sergey Yudin, First Deputy CEO of VIS Group. “The entire road infrastructure has already been created for this purpose: lanes for transponder-equipped cars are available at each toll plaza. We expect the new convenient payment option to attract additional traffic, especially heavy trucks from commercial carriers. Our task is to do everything so that the resource of the new road is used to the maximum and the socio-economic effects included in the project benefit the Khabarovsk Territory.”

According to Deputy Chairman of the Government - Minister of Economic Development of the Khabarovsk Territory Viktor Kalashnikov, statistics are now being collected, but already at this stage there is an understanding that the tariff policy should be flexible. Therefore, a decision is being prepared to introduce transponders, as there are corresponding requests from numerous transport companies. A decision to adjust the tariff scale is also under consideration. “This road was built and operated under a concession agreement that is valid until 2032. It is unique in that it connects three federal highways in the south of the Russian Far East. Approximately 4 to 5 thousand cars currently pass through it every day,” the head of the regional Ministry of Economic Development said live on social networks.

The highway will be incorporated in Russia’s unified toll road operator system. This means that it will be possible to pay with the purchased transponder on all toll roads included in that operator system. They include the M-11 Moscow-St. Petersburg, the Central Ring Road and the M-4 Don.

The length of the main Khabarovsk Bypass route exceeds 27 kilometers, and the total length of the created transport infrastructure, including 3 bridges, 21 overpasses, and 5 traffic interchanges, is more than 52 kilometers. The motorway is designed to rid the regional capital of heavy transit transport and to simplify the logistics of cargo delivery. The lack of a contactless payment system has been a deterrent for commercial carriers that operate using transponders. The innovation will significantly increase the attractiveness of the new road, which allows to comfortably pass this commercial route segment without traffic jams.
