Design and construction timelines: 2020 to 2025

The holding company (OOO VIS RAZVITIE) filed a private initiative with the Government of the Republic of Sakha (Yakutia) in 2019 and, based on the results of the tender, was selected as a private partner in the project for the design, construction and technical operation of polyclinic No. 2 in Yakutsk. The agreement on public-private partnership was signed on the sidelines of the Eastern Economic Forum in September 2019. The document was signed by the Head of the Republic of Sakha (Yakutia) Aisen Nikolaev and a member of the Board of Directors of VIS Group Sergey Romashov.

Thanks to the PPP mechanism, one of the republic’s most modern medical centers will be created in the city. The construction of a new polyclinic complex will contribute to the development of the health care system of Yakutia and the solution of the tasks of the Healthcare National Project.

The new polyclinic will be built in the Novoportovsky quarter of Yakutsk and is designed for 600 visits per shift. A six-story building comprises two blocks with a total area of 8856.8 m2 will house adult, children's clinics and antenatal clinics.

Thanks to the ergonomics of the designed complex, it will comfortably accommodate diagnostic and therapeutic departments, a clinical diagnostic laboratory, radiation diagnostics, rehabilitation treatment departments, an emergency room, a day hospital and its own call center. Adult, children's clinics and antenatal clinics will have separate entrances. The premises will have a warm parking lot for 6 cars and an open parking lot for 33 cars.

When designing the polyclinic, the latest requirements in terms of flow separation, security measures and the creation of a barrier-free environment for people with disabilities were taken into account. The building will be equipped with four elevators, modern climate control equipment, fire extinguishing and smoke removal systems. Yakutsk is located in the permafrost zone, so the designers have taken additional measures to ensure the stability of the building and the safety of its operation. Special cooling equipment for artificial cooling of the soil will be used to maintain stable negative temperatures around the submerged foundation piles.

The new clinic will operate in the SMART format, becoming one of the largest medical centers in Yakutia. The building will be outfitted with modern expert-class equipment: magnetic resonance tomographs, expert-class digital ultrasound diagnostic systems, X-ray, endoscopic, mammography and fluorography equipment. The supply, commissioning and subsequent technical operation of all engineering systems and equipment under the terms of the public-private partnership agreement will be provided by VIS Group.
