About 100 VIS Group specialists ensure technical operation of the largest perinatal center beyond the Urals

The District Clinical Center for Maternal and Child Health was built by VIS Group in Surgut on the principles of public-private partnership. The complex, which comprises three buildings with a total area of 78,000 m2, has become the largest of its kind in the Russian Far North, as well as one of the largest perinatal centers in Russia and Europe. It is designed for 10,000 births per year, 165 visits per day and can simultaneously accommodate more than 300 women in labor.

The Surgut center accepted its first patients in December 2021. Over the entire period, over 16,500 newborns were born within its walls, which is comparable to the population of a large Russian village. Under the terms of the PPP agreement with the government of Ugra, VIS Group not only built and equipped a new building with everything necessary, but also ensures the technical operation of the medical center until the end of 2024.

About 100 specialists are involved in the maintenance of medical and technological equipment; there are about 6,000 such units in the center. These include modern magnetic resonance and computed tomography complexes, a mammography system with tomosynthesis options, an angiography system and a modern radiography apparatus with a universal remote-controlled system. The center has all the necessary equipment for a reproductive technology department with an IVF laboratory.

To ensure uninterrupted operation of the entire medical complex, VIS Group has set up an emergency dispatch service with personnel on duty around the clock. The ventilation, air conditioning, heat supply, water supply and sanitation, medical gas supply, communication networks, fire protection systems, automation and dispatch systems are under constant control of the Operations Department staff. The center also has its own oxygen-gasification station and diesel generator units, which ensure the autonomy of all equipment in the event of a power outage.

The project in Surgut is one of the few examples of perinatal centers created according to an individual project rather than a universal standard, taking into account the wishes of medical personnel who were directly involved in the development of medical and technical specifications. Changes made to the project after the conclusion of the PPP agreement allowed to upgrade the initial status of the perinatal center to a district clinical center, increase useful space, outfit it with high-tech equipment and significantly expand the ability to provide medical care. The new center provides comprehensive services in the spheres of childbirth support, advanced treatment and prevention of intrauterine diseases, and neonatal surgery. Unlike an ordinary maternity hospital, the center offers comprehensive conditions for the diagnosis and treatment of complex diseases in mothers and babies using high-tech medical equipment. Thanks to VIS Group’s involvement as the project investor, the region was able to implement a large-scale social project without a significant one-time burden on the budget.
