An intelligent system will ensure traffic safety along the Khabarovsk Bypass highway

The VIS Group is preparing to launch traffic along the Khabarovsk Bypass, which has already been constructed and commissioned. It is the first high-speed highway in the Russian Far East with an estimated speed of 120 km per hour, therefore, safety issues are in special focus here.

Traffic control will be carried out by an intelligent automated system. It will allow to fully monitor the road situation and compliance with the speed limit, as well as to identify incidents promptly and inform the operational response services (traffic police, the Ministry of Emergencies, ambulance) and drivers to prevent secondary accidents.

The Khabarovsk Bypass traffic control center will issue warnings about the deterioration of meteorological conditions and will inform the operating service about roadbed ice formation locations for emergency response. For this purpose, 41 electronic information boards are installed along the entire length of the highway.

The installed intelligent system road comprises video surveillance systems, monitoring of traffic flow parameters and meteorological conditions, traffic control, weight control, photo and video recording of traffic violations. 1,484 light poles were installed to illuminate the entire road at night.

The highway was built on a concession basis with attraction of extrabudgetary investments. Under the terms of an agreement with the Government of the Khabarovsk Territory, the VIS Group ensures the organization of financing, construction and operation of the road. This is one of the first regional projects to receive federal co-financing. The total length of the created transport infrastructure is 52.8 km, of which the main course spans 27.1 km, transport interchanges - 17.6 km, and isolated area roads - 8.1 km. By 2025, the projected traffic will reach 25,000 vehicles per day.

Under the terms of the concession agreement, VIS Group will operate the road until the end of 2031. Transtall is the specialized company created within the holding for this purpose. Operation includes both maintenance and toll collection. The toll mode will allow the VIS Group as a concessionaire and investor to receive a return on the funds invested in construction and reduce the burden on the regional budget to fulfill its financial obligations to the concessionaire. Determining the fare is the responsibility of the regional government. Presumably, after the launch of traffic until the end of 2021, the highway will be used in a toll-free test mode. This will allow residents of Khabarovsk and transit transport to appreciate the advantages of the new road and get used to new routes.
