Deputies of the Legislative Assembly of the Novosibirsk Region continue monitoring the PPP project

On July 11, Deputy Chairman of the Committee for Culture, Education, Science, Sports and Youth Policy of the Legislative Assembly of the Novosibirsk Region Evgeny Podgorny visited the construction site of Polyclinic #22 in the Kirovsky District of Novosibirsk. This is one of 7 medical facilities that will appear in the city thanks to VIS Group’s public-private partnership project.

Today, over 40 specialists and a number of special equipment units are working at the site. In the polyclinic with a total area of almost 13,000 m2, work is underway to remove external engineering networks and install a monolithic building frame; builders are working at the 4th-floor level. The site has its own characteristics, e.g., a large volume of groundwater. Retaining walls are specially erected to minimize their impact on the building under construction.

“This is not the first time we conduct on-site monitoring. The work is clearly being carried out in an intensive manner. Local residents have no complaints about the fact that construction is underway by their building, and someone is making noise. On the contrary, people are grateful, they say that the polyclinic is a very necessary project. The main concern is that it should be built faster,” shared Evgeny Podgorny.

Commissioning of the medical institution is planned in accordance with the plan, Alexei Kondratyev, Deputy CEO of the Seventh Concession Company (part of VIS Group), said: “We expect to complete the building frame, close the heating circuit and start the finishing works by autumn. The work is being carried out in accordance with the schedule. We plan to put this polyclinic into operation in the Q2 2024.”

The five-story building, like other PPP polyclinics, will be equipped with computed tomography, MRI, mammography, X-ray and fluorography complexes, as well as ultrasound machines. In total, over 7,800 units of technological equipment will be delivered to the facility. The polyclinic will serve 60,000 residents of the Kirovsky district. Patients will be able to receive all services free of charge under the compulsory medical insurance program (CMI).

“The polyclinic is designed for 907 visits per shift. There will be an adult and children's departments, and a women's health clinic. There will be services that our residents do not have access to today, which requires heavy equipment: CT and MRI. It is currently done only by special referral, by order of the ministry. This polyclinic will also have precisely everything necessary for the primary diagnosis of oncological and cardiovascular diseases,” said Tatyana Fedorinina, chief physician of Polyclinic #22.

In total, VIS Group is simultaneously building seven modern medical institutions in the capital of Siberia with a total capacity of over 6,500 visits per shift, they will be able to serve more than 300,000 Novosibirsk residents. The construction readiness of the first three facilities to be commissioned this year ranges from 85 to 95%.
