The Seventh Concession Company (part of the VIS Group) and Gazprombank signed agreements on the provision of banking products for a total of 13.7 billion rubles. The funds were provided to finance capital expenditures for the construction and equipment of seven municipal clinics in Novosibirsk. The VIS Group is implementing this project on a public-private partnership basis.
Gazprombank also provided bank guarantees for the fulfillment of obligations under the PPP agreement concluded between the Seventh Concession Company and the Ministry of Health of the Novosibirsk Region. The project will utilize banking contract support to mitigate construction risks.
This project, which involves the creation a network of municipal clinics in Novosibirsk, is the first in Russia to be structured under the federal law on PPP No. 224-FZ. It provides for the design and construction of 7 modern medical centers with a total capacity of about 6,500 visits per shift, fully equipped with new-generation equipment. These include computed tomography and MRI complexes, mammology diagnostic systems, ultrasound and X-ray equipment. The project’s main goal is to ensure the availability and quality standards of medical care in the Siberian capital. The new facilities will allow to move the existing polyclinics from adapted premises to specialized modern buildings, and local residents are eagerly awaiting their commissioning. According to experts, the existing polyclinics are currently operating at twice their intended capacity, and the deficit of polyclinic capacity reaches 240% in certain micro-districts.
As part of the coordination of medical and technical design assignments, the needs of existing medical institutions and their teams were explained and agreed upon. As a result, the total area for all 7 facilities has increased by an area comparable to that of another institution. At present, projects of four polyclinics (Nos. 2, 7, 22 and 27) received positive conclusions from the state examination and construction permits. The review of the design documentation for the remaining three institutions will be completed in early August. The PPP project has already entered the construction stage; work is being carried out simultaneously at 3 sites of future medical institutions.
