Future patients assess the PPP clinic in Novosibirsk

Deputies of the Novosibirsk Deputy Council, together with representatives of public organizations and residents of nearby microdistricts, visited the clinic No. 7 being constructed on Proletarskaya Street, which VIS Group built as part of a PPP project. The modern four-story building is fully outfitted with medical equipment, furniture and is ready to receive patients; a decision on its commissioning is expected in the near future.

The Novosibirsk project to build seven municipal clinics is the first in Russia to be implemented under the federal law on public-private partnerships. This mechanism is now actively used in the construction of social infrastructure. There are already many examples of its successful use in the country, which allows to create large-scale medical and educational institutions with the engagement of private investors, without creating a one-time burden on regional budgets. VIS Group was one of the first to use this tool.

Clinic No. 7 was built over the course of three years, two of which were during the pandemic and sanctions restrictions. Despite this, thanks to the efforts of the private partner, the facility was created in full compliance with the medical and technical specifications and the requests of the doctors regarding the equipment provided. Today, future patients were able to see the rooms with magnetic resonance and computed tomography scanners, x-rays, and familiarize themselves with the medical equipment in doctors’ offices. They are also outfitted with everything required for work.

“This long-awaited modern clinic will significantly improve the quality of medical services provided and relieve the burden on the existing clinic,” said Evgeniy Yakovenko, deputy chairman of the Novosibirsk Council of Deputies. “In the past, everyone used the services of the clinic on Bolshevistskaya St., which has been there since Soviet times. Of course, it is already physically outdated and cannot cope with the flow of patients, which is only growing.”

The clinic is designed for 921 visits per shift and will be able to serve 50,000 residents of the Oktyabrsky district. The total area of the building is over 11,800 m2. The clinic will have adult and pediatric departments equipped with more than 650 units of basic medical equipment. The total amount of equipment supplied to the facility is over 9,300 units. Modern jobs have been created here for over 740 specialists.

Thanks to the PPP format, it was possible to achieve significant financial efficiency of the project compared to a government contract. According to calculations by the Ministry of Economic Development of the Novosibirsk Region, the comparative advantage of the PPP agreement to the government contract at the start of the project was 17-19%. In the context of economic turbulence caused by the pandemic and sanctions from unfriendly countries, prices for all basic construction materials and equipment increased manifold, leading to an increase in the project cost by an average of one-third. The objective nature of this increase was confirmed by the state examination, which the project underwent again in 2022. This was done as part of the anti-crisis measures of the Government of the Russian Federation and the corresponding resolution #2594 dated December 31, 2021. However, even in such difficult conditions, the PPP mechanism allowed to achieve more efficient financial indicators than a government contract; the comparative advantage of the former today is estimated at 13%.
