On September 26, 2019, on behalf of OOO VIS Development, Deputy Head of the Salekhard Administration Oksana Tereshkova and the director of the ‘Little Mammoth’ kindergarten #1 Olga Bek received an official letter stating the need to suspend the operation of block B of the kindergarten located in the Bohdan Knunyants microdistrict in the town of Salekhard.
The reason behind it is the need for a complex of engineering and technical work to examine the building structures in connection with the observed changes in the expansion joint between the blocks. In addition, there was a partial violation of the structural integrity of the decorative ceiling in the pool area on the 2nd floor.
Today, the company’s specialists conducted a visual inspection of the building, detecting no deformations of the supporting structures. As a result of a preliminary territory survey, an accumulation of warm water was revealed in the heat chamber on the heating main supplying the kindergarten building. The accumulated water was pumped out, and further monitoring is underway. To clarify the reasons for the presence of liquid at the facility, AO Salekhardenergo specialists were called in.
The building was commissioned in 2017, and the grand opening took place on September 1, 2018. To date, OOO VIS Development has been engaged in the technical operation of the facility in accordance with the terms of the public-private partnership agreement.
Throughout the entire period of operation, the company's specialists monitored building shrinkage in connection with the special characteristics of construction in permafrost. The latest monitoring data obtained in September 2019 did not reveal any deviations from existing standards, no soil mobility was detected.
Additional time is required to find out the reasons behind this situation. During the survey period, the building operation was terminated. By decision of the city administration, children from the kindergarten will be transferred to other children's institutions.
