Perinatal center in Surgut to be commissioned before the end of 2020, with regard for the current pandemic-related restrictions

Today, the Governor of the Khanty-Mansy Autonomous District - Ugra Natalia Komarova held a meeting of the district project committee. The agenda included the ongoing project for the construction of the District Perinatal Center in Surgut. This project is implemented by the VIS Group under principles of public-private partnership. Deputy Governors Andrei Zobnitsev and Vsevolod Koltsov, who oversee the project on the part of the public partner, took part in the discussion of the issue.

CEO of OOO VIS Infrastructure Sergey Parsadanyan spoke about the situation on site. Today, all of the efforts of the private partner are aimed at overcoming the difficulties associated with restrictive measures to prevent the spread of a new coronavirus infection.

Over the past week, the number of workers at the site has increased from 360 to 412 people. But this is much less than the planned number. Since the pandemic was announced, there has been a large outflow of personnel from the site. Now additional measures are being taken to fill vacancies, including through the Surgut Employment Center. By the end of May, the number of workers is slated to increase to 500 people.

“Work on the site is organized in accordance with all the requirements of Rospotrebnadzor, and the regulatory documents of the district authorities. These include the personnel social distancing measures, mandatory health monitoring, periodic disinfection and demarcation of places of work. All this creates understandable difficulties in the organization of work. We are closely monitoring the spread of coronavirus infection in the region and the measures taken by the authorities in this regard. If compulsory quarantine is introduced for people arriving in Ugra from other regions, the terms for mobilizing specialists to Surgut will be adjusted according to the situation,” said Sergey Parsadanyan.

In connection with the shutdown of most enterprises in April and early May, domestic and foreign suppliers sent notifications of extended delivery times three weeks to four months to OOO VIS Infrastructure. To date, all medical equipment has been contracted to complete the facility. More than 90 percent have already been manufactured and are located either at the facility or in warehouses in Russia, and the rest is stored in manufacturers’ European warehouses. For the installation and commissioning of this equipment, as well as the training of medical personnel, highly qualified specialists need to arrive in Surgut, both from within Russia and from abroad, which is impossible under the conditions of travel restrictions.

“We expect that the existing restrictions will be largely relaxed and the installation crews will be able to plan their arrival at our facility starting June 1. Based on this forecast, we estimate that there may be over 160 installers of medical equipment at peak times,” said Sergey Parsadanyan.

VIS Group specialists are working with certain material and equipment suppliers. This allowed us to develop an updated work schedule, which provides for the commissioning of the perinatal center by the end of 2020. In order to adhere to the new schedule, it is also necessary to arrange entry to the center from the city highways. This is the responsibility of the public partner.

Following the results of the discussion, the governor of the Khanty-Mansy Autonomous District - Ugra Natalia Komarova gave an order to organize the work of the public partner’s representatives directly at the construction site. It should make the easier to coordinate the work on the completion of this social project that is crucial for Ugra. The project committee also gave other instructions for the organization of work in the near future.
