RIF-2019: An agreement is signed by VIS Group on constructing a network of public outpatient clinics in Novosibirsk

The ceremony of signing a public-private partnership agreement between the Ministry of Health Care of the Novosibirsk Oblast and VIS Group in regard to creating a network of public outpatient clinics took place on February 15, 2019 in Sochi. The document was signed by the Minister of Health Care of the Novosibirsk Oblast Konstantin Khalzov and the member of the Board of Directors of VIS Group Sergey Romashov. The event was conducted in the framework of the Russian Investment Forum, with participation by the Governor of the Novosibirsk Oblast Andrey Travnikov and Chairman of VIS Group’s Board of Directors Igor Snegurov.

This is the first public-private partnership project in Russia's health care sphere that's structured according to the Federal Law on PPP #224-FZ. Prior to the end of 2022, 7 modern medical institutions are slated to be constructed in Novosibirsk, with a total capacity of over 6,500 visits per shift. Each outpatient clinic will be designed individually. The facilities will be constructed simultaneously.

VIS Group is represented in the project by the Seventh Concession Company. In 2018, OOO SCC submitted a private initiative to the Government of the Novosibirsk Oblast, and was selected as the project’s private partner as the result of a tender. The company will be responsible for the design, construction and the subsequent technical maintenance of the facilities. Approximately 80% of the project’s financing was provided by VIS Group in proprietary and borrowed funds. The total cost of the project over its entire life cycle is estimated at 7.8 billion rubles.

“We see the key mission of VIS Group in the improvement of people’s quality of life through constructing modern infrastructural facilities. The public-private partnership format allows to do it quickly and efficiently. We already have successful experience in implementing this mechanism in the social sphere. VIS Group had completed the project that entailed the creation of a network of children’s educational institutions in Yakutia, and another eight will be launched into operation this year. All of this had become possible due to the engagement of private investments and mutually beneficial cooperation of the state and the business. I am convinced that the social project that’s so essential for Novosibirsk will also be successfully implemented,” shared Igor Snegurov.

The project stipulates not only for the construction of buildings, but outfitting them with latest-generation equipment, including computer tomography, magnetic resonance tomography, mammology systems, ultrasound and X-ray equipment. After the facilities are launched into operation, OOO SCC will conduct technical maintenance of the buildings, ensuring the appropriate condition and performance of all the equipment.

The new medical institution network will allow to implement new medical technologies, ensure accessibility of diagnostic and preventive examinations and to create a regional clinical data center in the future.
