The Chamber of Commerce and Industry discusses the need to improve tax legislation

A representative of VIS Group took part in a meeting of the working group on tax risk management under the Expert Council of the Chamber of Commerce and Industry on improving tax legislation and law enforcement practice.

The main topic of the meeting was the problems of the construction industry in the field of taxation. The list of issues discussed was determined back in April during a large-scale survey, the analysis of which showed the commonality of the identified problems for the entire construction industry.

The meeting was attended by representatives of the construction business, members of the expert council under the State Duma Committee and public councils of the Ministry of Finance of the Russian Federation and the Federal Tax Service.

VIS Group was represented by the chief accountant of the holding, Sergei Borovikov, who drew attention to the specifics of public-private partnership projects and concession agreements for the construction of social and infrastructure facilities for state and municipal needs.

“Having created transport, social and utility infrastructure facilities and implemented PPP and concession projects for more than 20 years, VIS Group understands the problems that a private partner faces at all stages of work on a project. One of them is the inadequacy of legislation in the field of taxation of income and expenses for concession and PPP projects. This problem leads to a significant increase in the cost of facilities for government agencies and creates tax risks for private investors, which, in turn, slows down the development of the construction industry, preventing the implementation of projects vital for the regions and the country as a whole,” noted Sergei Borovikov.

VIS Group is a member of the Russian Union of Industrialists and Entrepreneurs, the National Association of Concessionaires and Long-Term Investors in Infrastructure, the Association of Infrastructure Investors and Lenders, and consistently participates in expert working groups.
