The construction of a monolithic frame of one more PPP clinic in Novosibirsk is almost completed

Polyclinic #18 in the Leninsky district of Novosibirsk is one of seven modern medical centers being built in the city by VIS Group as part of a public-private partnership (PPP) project. It is one of four clinics scheduled to open next year. However, today, this facility can already be assessed at the construction site. That’s what Dmitry Kozlovsky, Deputy of the Legislative Assembly of the Novosibirsk Region, and Kirill Pokrovsky, Deputy of the City Council, did today.

VIS Group’s project manager Sergei Shokhin spoke about the progress of construction: “To date, the construction of the building’s monolithic frame has been completed by 99%; installation of external walls, internal partitions and waterproofing is underway. The installation of on-site utilities and retaining walls continues. The overall construction readiness of the facility is estimated at 23%.”

Commissioning of the polyclinic is planned for the middle of next year. The deputies, together with the chief physician of the clinic and journalists, were able to assess the pace of work. “It’s the second time we have come here with the United Russia team, and we can see that the pace of work is normal - 23% of the work has been completed, which corresponds to the plan,” Legislative Assembly deputy Dmitry Kozlovsky shared his impressions of what he saw. – I asked how many people are working on this site, and it’s 60 people. About 80 more will be engaged once they move on to interior finishing. This is very good for such a facility.”

Polyclinic #18 with a total area of 14,200 m2 is the largest in VIS Group’s PPP project; it is designed for almost 900 visits per shift. The building's 4- to 5-floor buildings will serve 60,000 residents of the Leninsky district. There are adult and children’s departments and an women’s health clinic.

“This is a very much anticipated  project,” said the clinic’s chief physician, Tatyana Pepelyaeva. “The children’s department, which serves 17,000 people in the entire microdistrict, is current;y located on the first floor of a building built in 1962. It only has one floor, with narrow corridors, and it is no longer possible to make major repairs there because the building is so old. When this clinic opens its doors, the doctors will move to this beautiful modern building. So, we are really looking forward to it.”

470 units of modern medical equipment, including heavy equipment, will be supplied and installed at the clinic. These include CT and MRI complexes, mammography, X-ray, fluorography and ultrasound machines. The total number of hi-tech equipment at the facility will be almost 7,000 units. Jobs will be created for over 500 specialists.

“Our last visit here was in the spring. The changes, of course, are apparent,” noted city council deputy Kirill Pokrovsky. “The beginning of work is always the most difficult part: utility networks, communications, foundation. Moreover, the soils here are very difficult, they required serious work. As part of project, the private partner also undertakes to equip the clinic with high-tech equipment. That is, this will be a modern clinic. I’m sure the residents will be happy.”

The project’s main goal is to ensure accessibility and quality standards of medical care within the framework of the National Healthcare Project. Thanks to the PPP mechanism, the capital of Siberia will receive a whole network of modern medical institutions that meet the latest requirements. Over 400,000 Novosibirsk residents will be served in 7 clinics. This project has become the largest medical project in Russia implemented on PPP principles. The involvement of a private investor allowed to reduce the immediate burden on the regional budget. The project’s financial model provides for phased payments throughout the entire duration of the agreement with VIS Group until 2029. Until this time, the private partner will ensure the technical operation of the newly constructed buildings, and medical services will be provided within the framework of the compulsory health insurance program by existing medical institutions.
