Three PPP polyclinics in Novosibirsk reach average readiness of 50%

The construction readiness of polyclinics No. 2, 27 and 7 is 48, 49 and 53%, respectively. These are the first three out of seven primary health care facilities being built in Novosibirsk as part of VIS Group’s public-private partnership project. Zero-cycle measures and foundation work are being carried out at four more construction sites.

Polyclinic No. 7 on Proletarskaya street is in the highest degree of readiness. The installation of windows on all floors and the laying of walls and partitions on the first floors are almost completed, on-site heating networks are 100% installed, and the roofing work is 88% finished. A heating system, electricity and water supply networks are currently being installed. Polyclinic No. 2 is also being built in the Oktyabrsky district on Tatyana Snezhina street. The laying of brick partitions and aerated concrete block walls is being completed on all four floors, and the plastering of internal surfaces has begun on the 1st and 2nd floors. Work is also underway in the six-story Polyclinic No. 27 in the Zaeltsovsky district on Yerevanskaya street on the installation of walls, partitions and windows, and the roof is 72% ready.

Active construction work has been launched at the construction sites of four more polyclinics. Their construction began at the end of this summer, which was due to the objective need to undergo the second state examination of projects and determine their current estimated cost. The pouring of the foundation slab has been completed at the site of Polyclinic No. 13 on Krasnodarskaya street, and reinforced concrete walls are being installed. Polyclinic No. 18 is located on Stepnaya st., where 583 piles have been driven and static pile tests have been conducted. Piles were also tested at the site of Polyclinic No. 22, where over 50% of them have been installed. Engineering networks are being removed at the construction site of Polyclinic No. 16. The cable line has also been rebuilt onsite and landscaping has been completed.

A total of 378 builders and specialists and 18 units of special equipment are currently engaged at the facilities. Control and weekly monitoring of the construction work progress is carried out using drones that film the progress of the construction site from the air and transmit data to specialized software, among other things. This allows to quickly compare actual progress with design solutions, identify and correct any shortcomings.

Modern medical centers are being built according to individual projects and will be unique both in terms of building configuration and interior decoration. The issues of outfitting them with the necessary equipment were worked out both with the public partner and the chief physicians of each institution. As a result, it became possible to take into account the actual needs of medical personnel.

In total, over 320,000 Novosibirsk residents will be able to undergo diagnostics and receive medical care in the new clinics. Under the terms of the PPP agreement, VIS Group is responsible for the design, organization of financing, construction, equipment and technical operation of polyclinics until 2029. Their specialized medical operation will be carried out by state healthcare institutions free of charge under the compulsory medical insurance program (CHI).
