VIS Group explores the possibility of constructing a perinatal center in St. Petersburg in a PPP framework

VIS Group experts are conducting a preliminary examination of the possibility of implementing a project that involves the construction of a perinatal center in St. Petersburg. The private initiative on the reconstruction of the Maternity hospital #17 building on Ulitsa Vavilovyh may be prepared on the basis of the Federal Law “On public-private partnership, municipal-private partnership in Russian Federation.”

VIS Group may act as the private investor in this project, assuming the responsibility for the design, construction and technical maintenance of the perinatal center. Specialized maintenance will be ensured by the public partner, the state budgetary health care institution. Services will be rendered under the mandatory health insurance. After the term of the PPP project agreement expires, the facility will be transferred into city ownership.

The total amount of investments is estimated at 10 billion rubles. The area of the health care institution will constitute 57.5 thousand sq.m., it will have 240 stationary beds and allow 350 visits per shift. The center will provide high-tech medical services in obstetrics, gynecology and neonatology. Future mothers, newborns and also infants will be treated at the center.

Mikhail Dubina, Chairman of the Healthcare Committee of the St. Petersburg Administration, had reported an active discussion of the possible implementation of this project under a public-private partnership agreement terms.
