According to the terms of the concession, today, December 6, 2023, is the construction completion date. VIS Group leaders spoke about the reasons that prevented this from happening, including the consequences of the pandemic and sanctions, as well as unresolved issues with the grantor regarding the current financing of construction.
Journalists were shown the site of a sewerage collector under construction, the creation of which is the responsibility of the grantor. It crosses the main course of the highway on the left bank, and its construction is currently not completed.
First Deputy CEO of VIS Group Sergei Yudin assured the press tour participants that the concessionaire is making every possible effort to resolve controversial issues and continue financing construction work in the amount provided for in the concession agreement and the resolution of the Government of the Russian Federation on the allocation of additional funding to compensate for the increase in the cost of capital costs. Currently, limited work is being carried out, based on VIS Group’s existing financial capabilities.
Construction and commissioning of the facility may be completed in Q4 2024, subject to the resumption of funding in full.

Journalists observed the degree of readiness of the transport infrastructure created under the concession agreement with the Government of the Novosibirsk Region.
