VIS Group is increasing the number of personnel on the construction of a bridge across the Ob River in Novosibirsk

The bridge over the Ob River, which is being built by VIS Group under a concession agreement with the government of the Novosibirsk region, is one of the most important infrastructure projects in Siberia that is being implemented using federal budget funds. Thanks to the concession and the involvement of a private investor, the region managed to receive the federal co-financing necessary for construction. To date, VIS Group has almost completely fulfilled its financial obligations stipulated by the concession agreement, having invested more than 8 billion of proprietary and borrowed funds in the project.

Continued construction is currently being funded by a federal capital grant rollover from 2025 to 2024. This made it possible to formulate a production plan for the coming months, until the issue of using the funds allocated by the Government of the Russian Federation as compensation for the increase in the cost of capital costs is resolved. The grantor and concessionaire continue consultations on this issue.

The number of personnel at the construction site has been systematically increasing since the beginning of the year; more than 230 people and about 50 units of special equipment are currently employed. Work is being carried out at all key bridge crossing facilities - traffic interchanges, tunnels under the Trans-Siberian Railway, the main route overpass, and the toll station.

The construction of the last of three road ramps is nearing completion at the right-bank transport interchange. Here, construction of retaining walls, waterproofing of concrete surfaces, and installation of parapet fencing was finished. Some of the works will resume with the onset of the warm construction season. The ramp is scheduled to be put into operation at the end of summer. Air alarm and lightning protection system equipment is being installed on the 114-meter pylon.

The installation of a permanent monolithic lining has been completed on the left bank of the Ob River in the tunnel under the Trans-Siberian Railway. In the second tunnel in the alignment of Stanislavsky St., the installation of a temporary portal frame and concreting of the receiving tank is finished. Thanks to these two tunnel-type overpasses, as well as a system of 7 overpasses and 28 exits, intersections of traffic flows are eliminated along the entire length of the road crossing. The traffic light-free flow will allow motorists to get from one bank to the other faster, reducing travel time by an average of 30%. With the commissioning of the new bridge, the transport accessibility of Tolmachevo Airport will significantly improve, and an alternative route to the air harbor from the city center will appear.

Today, the overall readiness of the bridge concession facilities is estimated above 85%. The extension of the construction period was caused by a complex of reasons, including the objective need to revise a number of design decisions and obtain relevant approvals from designers and state expertise. This extensive work continues to this day. All changes made to the project documentation are implemented only after the receipt of the necessary documents. The final cost of capital expenditures with all changes in the project at the initiative of the concessionaire will be determined by the final state examination. The terms of the concession agreement do not provide for compensation from budgetary funds for possible price increases. In order to complete construction and put the facility into operation as soon as possible, VIS Group is also seeking additional proprietary funds to finance the work.
