VIS Group prepares two PPP polyclinics for commissioning in Novosibirsk

The degree of readiness of two of the seven polyclinics being built by VIS Group in Novosibirsk was assessed by journalists. A press tour was held at polyclinics #7 and #2 in the Oktyabrsky district. Construction work here has reached the finish line, medical equipment is being delivered, and furniture is being assembled and arranged. A large-scale public-private partnership (PPP) project will help solve the tasks of the National Healthcare Project and provide modern standards of primary health care for more than 320,000 Novosibirsk residents.

Almost everything is ready for the final assessment by the specialists of the state architectural and construction supervision in the polyclinic #7 on Proletarskaya street. Benches, trash cans, and lighting masts are installed and asphalt is being laid on the premises. Inside the almost 12,000-m2 building, furniture is being placed in offices, and cleaning work is underway. Some of the heavy medical equipment, such as computed tomography, X-ray, and mammography systems, is already in place. In the coming days, an MRI machine will arrive from France; the room where it will be installed is 100% ready. The delay in delivery is due to the use of the parallel import mechanism and the need to obtain additional licenses for imported medical equipment.

“Despite the well-known difficulties in working with foreign suppliers, we managed to keep the original list of imported medical equipment included in the medical and technical assignments. All deliveries are guaranteed. Today, the readiness of the polyclinic #7 is 90%,” Sergey Shokhin, VIS Group’s project manager, told reporters.

The four-story building is designed for more than 920 visits per shift and will be able to serve about 50,000 people. Finishing work and internal engineering communications are 87% complete, signboards have been mounted on the facade above the entrances to each department. Over 5,000 units of equipment have already been delivered, which constitutes more than 55% of the total volume. Deliveries are carried out rhythmically with several days in-between portions, so that this large number of equipment and furniture can be received and placed in the offices.

“Before the implementation of this project, the Ministry of Economic Development of the Novosibirsk Region conducted a comparative analysis of the effectiveness of the PPP format and the state contract and revealed a significant advantage of PPP in terms of budget savings. It was the cooperation between the state and the private partner that made it possible to build seven facilities simultaneously. In terms of equipment, these will not be the usual regional polyclinics, but modern diagnostic medical centers,” said Sergey Yudin, VIS Group’s First Deputy CEO.

Polyclinic #2 on Tatyana Snezhina Street is designed for 967 visits per shift and will be able to serve 64,000 Novosibirsk residents. The area of the four-story building is over 12,300 m2. Its construction readiness is slightly less, currently at 84%: the finishing of offices is being completed, furniture is being assembled, asphalt is being laid on the territory. Out of heavy medical equipment, a CT machine has already been delivered to the facility. Two X-ray complexes and a mammograph are in storage, they will be delivered to the clinic in the coming days, and in total about 3,000 units of medical and household appliances, as well as furniture for this facility have been delivered to Novosibirsk.

Both polyclinics are slated for commissioning in August-September, and another one, polyclinic #27 - by the end of this year. Builders are trying to work both quickly, but also on a high-quality level, because all the imperfections will have to be eliminated by the private partner at their own expense. This is another advantage of PPP - after the opening of polyclinics, VIS Group will ensure the buildings’ technical operation for 7 years. Medical services will be provided by the doctors from city polyclinics, who are already preparing to move to the new modern and spacious buildings, that offer all the conditions for the provision of high-quality, high-tech medical care.
