Design and construction timelines: 2020 to 2028

On February 13, 2020, a concession agreement was signed between the Government of the Republic of Sakha (Yakutia) and OOO Eighth Concession Company (part of VIS Group) on the design, construction and operation of a bridge across the Lena River in Yakutia. OOO National Infrastructure Company (a consortium of the Rostec state corporation and VIS Group) is the management company of OOO Eighth Concession Company. The project is based on a private concession initiative.

The cable-stayed bridge spans 4.6 km, and the total length of the road will be 14.5 km. The two-lane transport artery will have an estimated capacity of 5,300 vehicles per day.

The construction of the first bridge across the Lena River in Yakutia is a large-scale infrastructure project that has no analogues in the international bridge-building practice. No one has ever built cable-stayed bridges in the harsh climatic conditions of the permafrost zone.

Due to the absence of year-round overland communication between the Eastern and Western parts of Yakutia, about 70% of its population has no connection with the mainland for 5-6 months out of a year. The new bridge crossing will reduce the budgetary costs of "northern delivery" and replace the unsafe winter roads and overcrowded ferries that operate on the river in the summer. Passenger traffic is expected to increase to 8 million people a year with the launch of the bridge. The cumulative positive effect on Yakutia’s GRP growth may reach up to 3% annually.

The Lena Bridge will be the first in the Republic of Sakha (Yakutia) and will connect the Trans-Siberian and Baikal-Amur railways with the Northern Sea Route. The new bridge will connect the Lena and Kolyma federal highways with the Vilyui highway, effectively linking the Eastern part of Russia with the coast of the Sea of Okhotsk. It will make it possible to create a transport and logistics hub that combines railway, river and air transport, as well as routes of republican significance, to form the Eastern Siberia - Mirny - Yakutsk – Magadan northern latitudinal belt.

According to the experts of the Ministry of Economic Development of the Russian Federation, the socio-economic effects of the project are slated to exceed investments by 1.6 times. Its implementation will contribute to the development of the construction industry in the region, improve the business climate and contribute to the development of adjacent territories. This will have a significant multiplier effect in the region: the creation of new jobs, the growth of budget revenues, the development of territories and the improvement of the quality of life of the population.

Design and construction timelines: 2019 to 2024

On June 7, 2019, a subsidiary of VIS Group, OOO Tenth Concession Company, entered into a concession agreement for the construction of a bridge across the Kaliningrad Bay in the Kaliningrad Region. OOO Tenth Concession Company acts as the concessionaire of the project, the grantor is the regional government.

The construction of a bridge across the Kaliningrad Bay is provided for by the master plan for the development of the regional capital until 2035. Attempts to implement such a large-scale project have been made before; it is of strategic importance for the region. This became possible only with the funds provided by a private investor.

The new bridge crossing will connect the Baltic and Kaliningrad highways. The high-speed four-lane road will become part of the ring route in the Primorsky recreational zone. VIS Group is currently designing the facility.

The total length of the road infrastructure, including the bridge over the Pregolya River, approaches, overpasses and interchanges will span over 8 km. The 2.85-km cable-stayed bridge will have four lanes. The new highway is projected to be a high-speed road with an estimated speed of 120 km per hour and a capacity of over 10,500 vehicles per day.

To reduce the burden on the regional budget, tolls will be collected after the facility is put into operation in the amount set by the Government of the Kaliningrad Region. This will reduce the payments to the concessionaire for the constructed bridge.

The bridge will make it possible to loop the Ring Road, connect the Southern and Northern Kaliningrad bypasses, and reduce the traveling distance between settlements by 40 km. The implementation of the project will create an opportunity for traffic flows from the northwest of the region to branch off the 1-A trans-European transport corridor Riga - Kaliningrad - Gdansk, improve the region’s transport accessibility and allow to remove transit flows of heavy vehicles from Kaliningrad. After the project is implemented, the regional budget will receive significant additional tax revenues.

Design and construction timelines: 2019 to 2024

The concession agreement was signed on January 30, 2018. This is one of the first projects in the road construction sphere in Russia, which will be implemented under VIS Group’s private concession initiative and the largest in the transport industry of the Moscow region.

The concession agreement provides for the creation of a large-scale transport infrastructure facility, including 11 bridges and overpasses and 6 traffic interchanges. The length of the high-speed, four-lane, category 1B road will be 16.1 km. The speed on the highway is up to 110 km per hour, the expected traffic is up to 39,000 vehicles per day.

The high-speed road created under the concession agreement is designed to significantly improve transport links in a large area of the Moscow Region and relieve the existing roads. It will take place at a distance of 4-8 km from the Moscow Ring Road, acting as an alternate route and keeping local roads as alternatives. At the same time, motorists will have the opportunity to use individual road sections and pay for the actual distance traveled using the “free-flow” system.

After the traffic is launched, travel time to Moscow will be reduced by an average of 1 hour. Residents of the Yaroslavl direction will be able to get to Sheremetyevo International Airport faster, bypassing the Moscow road network.

The construction of the Vinogradovo-Boltino-Tarasovka highway is slated to be completed in 2024 at the expense of own and borrowed funds from a private partner, the Fourth Concession Company, which is part of VIS Group. The total term of the concession (including 4 years of construction) is 15 years. During this period, the concessionaire will carry out the technical and commercial operation of the motorway. After this period, the road will be transferred to the Moscow Region free of charge.

Construction timelines: 2017 to 2024

On December 6, 2017, a subsidiary of VIS Group, OOO Siberian Concession Company, entered into a concession agreement for the construction of the fourth bridge across the Ob River in Novosibirsk. OOO SCC acts as the project concessionaire, and the grantor is the Government of the Novosibirsk Region represented by the Ministry of Transport and Roads.

The bridge will connect Yuzhnaya Square with Truda Square and run parallel to the existing railway crossing. It will provide access to the Irtysh, Chuisky Trakt and Siberia federal highways.

Bridge length: 1.5 km. Under-bridge clearance: 2 spans of 120 x 13.5 m. Pylon height: 114 m. Number of lanes: 3+3. The total length of all transport infrastructure facilities will exceed 5 km. Estimated speed: 100 km per hour. Forecasted traffic: 60,000 cars per day.

It will be a modern six-lane highway with multi-level interchanges, which will eliminate traffic lights and ensure the continuity of traffic flows. In addition to the bridge crossing itself, large-scale construction is being deployed on both sides of the Ob River. The project provides for the creation of several overpasses through city tram lines, two tunnel-type overpasses (90 and 45 meters) under the Trans-Siberian Railway, and elevated pedestrian crossings.

The cable system will consist of 70 cables with a total length of 8965 m. The longest cable is 235 m, the shortest - 63 m. The cable system will hold 3 bridge spans with a total length of 380 meters and a total weight of over 20.9 thousand tons (5.5 thousand tons of steel structures).

The left-bank transport interchange is a multi-level infrastructure facility that comprises 25 exits, a tunnel-type overpass under the Trans-Siberian Railway, 7 overpasses and 4 overhead pedestrian crossings. The total length of the roadway laid on all interchange elements is over 9 km, making it the largest engineering structure of this type in Russia. In terms of its technical characteristics, the left-bank transport interchange surpasses all its European analogues.

As a result of the project, the traffic system on the left bank will be completely rebuilt. Roundabouts will be eliminated and replaced with multi-level passages without traffic lights from all adjacent streets. It will be possible to get to the bridge from all adjacent streets on the left bank: Stationnaya, Shirokaya, Stanislavsky, Vatutin, Planirovochnaya streets, Truda Square and Energetikov Drive. Tram traffic will be preserved on Shirokaya street with access to the Vatutina street, for which purpose an overpass with a double-track tram line will be built. In addition to the reconstruction of the transport system, asphalt footpaths and sidewalks will be built along the roadway.

The pedestrian street crossings will be elevated and covered, ensuring people’s complete safety and isolating their path from vehicles moving through the exits. In total, four pedestrian crossings are provided for by the project, which will be located on Truda Square, and exits from the Shirokaya, Stanislavsky and Energetikov streets. Each crossing will be equipped with lifts for people with disabilities.

The right-bank road junction will provide direct access to the new bridge from the street. Hippodrome. Two congresses will be built, the first with access to Inzhenera Budagov Square is already open to traffic from June 15, 2022. The second exit from Fabrichnaya Street will also have access to the square towards Red Avenue. Tunnel-type pedestrian crossings under these exits will provide people with access to the embankment.

The cable-stayed bridge system on the right bank will allow to preserve the Gorodskoye Nachalo park, recreation areas and local architectural monuments. The cable-stayed section of the bridge starts at the park’s embankment side, rises above Budagova Square and ends behind the existing flyover.

In 2019, following the results of filing a private initiative with the Government of the Republic of Sakha (Yakutia) and participating in a tender, OOO Seventeenth Concession Company (part of VIS Group) was selected as the private partner in the project for the design, creation and maintenance of the State Philharmonic Society of Yakutia and the Arctic Center for Epic Literature and the Arts in Yakutsk.

An integrated complex of the State Philharmonic Society and the Arctic Center for Epic Literature and the Arts is a building with a total area of almost 33,000 m2 and a height of 36.7 m. It will combine a philharmonic society, two theaters, and a space for exhibitions and business events under one roof. The total capacity of the auditoriums is 1530 seats.

The new cultural cluster will be outfitted with unique equipment: the panoramic stage and the orchestra pit platforms can be transformed into different levels, turning circles with lifting mechanisms will allow creating distinctive variations of the stage relief. For the first time in the republic, lighting, multimedia and acoustic equipment will make it possible to hold events of any level on a single site.

The facility is unique both in terms of the applied architectural solutions and the climatic conditions in which it is being built. To date, there are no cultural centers of this sort in the world built in permafrost conditions. Yakutia is located in an Arctic region with its typical climatic features: large temperature differences, mobility of permafrost soils, increased seismic activity. Harsh natural conditions require compliance with certain requirements for the facility construction and design, and also affect the seasonality of work and material delivery.

The cultural cluster is located on the shore of Lake Saysary, which also affects the specifics of the work. As part of the project, the shoreline will be reinforced here and a pedestrian embankment will be created. The over 15,000 m2 premises of the cultural and entertainment complex will become the city’s new public space.

The holding company (OOO VIS RAZVITIE) filed a private initiative with the Government of the Republic of Sakha (Yakutia) in 2019 and, based on the results of the tender, was selected as a private partner in the project for the design, construction and technical operation of polyclinic No. 2 in Yakutsk. The agreement on public-private partnership was signed on the sidelines of the Eastern Economic Forum in September 2019. The document was signed by the Head of the Republic of Sakha (Yakutia) Aisen Nikolaev and a member of the Board of Directors of VIS Group Sergey Romashov.

Thanks to the PPP mechanism, one of the republic’s most modern medical centers will be created in the city. The construction of a new polyclinic complex will contribute to the development of the health care system of Yakutia and the solution of the tasks of the Healthcare National Project.

The new polyclinic will be built in the Novoportovsky quarter of Yakutsk and is designed for 600 visits per shift. A six-story building comprises two blocks with a total area of 8856.8 m2 will house adult, children's clinics and antenatal clinics.

Thanks to the ergonomics of the designed complex, it will comfortably accommodate diagnostic and therapeutic departments, a clinical diagnostic laboratory, radiation diagnostics, rehabilitation treatment departments, an emergency room, a day hospital and its own call center. Adult, children's clinics and antenatal clinics will have separate entrances. The premises will have a warm parking lot for 6 cars and an open parking lot for 33 cars.

When designing the polyclinic, the latest requirements in terms of flow separation, security measures and the creation of a barrier-free environment for people with disabilities were taken into account. The building will be equipped with four elevators, modern climate control equipment, fire extinguishing and smoke removal systems. Yakutsk is located in the permafrost zone, so the designers have taken additional measures to ensure the stability of the building and the safety of its operation. Special cooling equipment for artificial cooling of the soil will be used to maintain stable negative temperatures around the submerged foundation piles.

The new clinic will operate in the SMART format, becoming one of the largest medical centers in Yakutia. The building will be outfitted with modern expert-class equipment: magnetic resonance tomographs, expert-class digital ultrasound diagnostic systems, X-ray, endoscopic, mammography and fluorography equipment. The supply, commissioning and subsequent technical operation of all engineering systems and equipment under the terms of the public-private partnership agreement will be provided by VIS Group.

This is the first public-private partnership project in Russia structured within the framework of the federal law on PPP No.224-FZ. The holding company (OOO Seventh Concession Company) submitted a private initiative to the Government of the Novosibirsk Region in 2018 and was selected as the private partner based on the results of the tender. The PPP agreement was signed on the sidelines of the Russian Investment Forum in Sochi in February 2019 in the presence of Andrey Travnikov, Governor of the Novosibirsk Region, and Igor Snegurov, Chairman of the Board of Directors of VIS Group.

The project’s main goal is to ensure the availability and quality standards of medical care throughout the region within the framework of the Healthcare National Project. Today, in many microdistricts of Novosibirsk, the polyclinics are overburdened and there is a shortage of outpatient care capacities due to outstripping population growth. According to experts, the existing polyclinics are at twice their capacity, and in a number of microdistricts, the shortage of polyclinic capacity is as high as 240%.

Seven modern medical institutions with a total capacity of more than 6,500 visits per shift will appear in the capital of Siberia.

Patients will be able to receive all services in the new medical institutions free of charge, under the compulsory medical insurance program (CMI). Many of them will be available within walking distance of the house for the first time – e.g., such as MRI and CT. Each of the 7 polyclinics will be equipped with diagnostic devices. Ultrasound, x-ray, fluorography and mammography systems will also be installed in the new medical centers.

As a result of the project implementation, the city will receive polyclinics equipped on a turnkey basis and ready to receive patients, which is stipulated by the terms of the public-private partnership agreement. The new network of medical institutions will make it possible to introduce modern medical technologies, ensure the availability of diagnostic and preventive examinations for citizens, and create a regional clinical data center in the future.

In 2024, the Ministry of Culture of the Zabaykalsky Krai and VIS Group signed a concession agreement on the financing, design, construction and operation of the Museum and Historical Complex in Chita. The project is included in the master plan of the region capital. And will be implemented using the Far Eastern Concession mechanism.

The complex with an area of more than 10,000 m2 will be created on the Chita River embankment by the Megapolis Sports complex. The four-story building with a basement will integrate exhibition, congress, and leisure and entertainment spaces.

A new type of multifunctional, technically equipped museum center will be created in Chita, which will also become a federal-level exhibition venue. This will allow more exhibits to be presented: at the moment, residents and guests of the region see only 18% of the funds stored in the Zabaykalsky Krai, but in the future 50% of the funds will become accessible.

The project to modernize the wastewater treatment plant complex in Kashira is part of the program for communal infrastructure modernization in the Moscow Region. This is a unique program for the region, which provides for the replacement of 7 times more networks than in the last 5 years.

The parent company of VIS Group’s construction division, VIS Production Company, is the general contractor for the project for the construction of wastewater treatment facilities in the city of Kashira, Moscow Region.

The new complex will serve about 46,000 residents, accepting sewage wastewater from the Kashira, Ozherelye, and the settlements of Novoselki and Zendikovo for treatment. Certified equipment and modern cleaning technologies that will prevent harmful substances from entering the water will be used for treatment. The total area of the complex is over 73,000 m2, productivity - 20,000 m3 per day.

Construction timelines: 2012 to 2024

The Doverie social rehabilitation center being built in Salekhard is intended to become a place of comprehensive assistance to children, adolescents, and families with children in difficult life situations, as well as prevention of neglect and homelessness of minors.

The total area of the three-story building, designed for 100 people, is almost 12,000 m2. The center provides everything potentially necessary for the implementation of social rehabilitation programs. There will be five groups for children 3 to 15 years of age with the round-the-clock stay option and six groups for daytime stay, three of them – for children with disabilities. There is also a crisis department and a rehabilitation stay department to provide emergency medical and psychological assistance to those who require it. Doverie SRC will also accept children who left dysfunctional families without permission and contribute to their social rehabilitation.

The center will be staffed by educators, social educators, psychologists, speech therapists, lawyers and the district social service. Computer classes, game and relaxation rooms, rooms for psychological and speech therapy correction will be set up here. The center will also provide medical care: there will be a sports and fitness room, a swimming pool, massage and exercise therapy rooms, a sauna, an inhaler, a photarium and a phytobar.

The building will house assembly and conference rooms with all the necessary multimedia equipment, a choreographic hall, an art studio, a sewing workshop, labor offices and its own library with a book depository.

The center premises will be divided into functional zones in order to ensure unhindered recreation for children and teenagers. Sports, playgrounds, and a winter promenade veranda are a part of the design.

The head company of VIS Group’s construction division, VIS Production Company, performs the entire range of construction and installation works for the construction of a new administrative building for the executive authorities of the Yamalo-Nenets Autonomous District in Salekhard. The total area of the two multi-story buildings is 37,300 m2, which makes it one of the largest buildings in the capital of Yamal.

In accordance with the project, the building comprises two nine-story blocks connected to each other by a heated passage. Together with the Government of the YNAD and the architectural bureau, the design concept of the interior space was completely updated. Today, its ergonomics meets the latest trends. These include comfortable visitor reception conditions with an integrated digital system, and multifunctional open-space working areas and conference rooms. The project will create 1,550 jobs; its design provides for five variously-sized high-tech auditoriums, classrooms and lecture halls of the Regional Educational Center for Public Administration.

The project additionally provides for the improvement of the adjacent territory with a total area of over 49,000 m2.

VIS Manufacturing Company, the parent company of VIS Group’s construction division, won the tender for the reconstruction of waste treatment facilities in the Solnechnogorsk district of the Moscow region in April 2022. The works under the municipal contract will be completed in 2022-2024.

The project to modernize the treatment facilities complex is a part of the National "Ecology" project and the Federal Project "Improvement of the Volga." It is being implemented in several Russian regions and is designed to improve the ecological condition of the longest river in Europe by reducing the volume of polluted wastewater discharges by 3 times.

New treatment facilities will be built on the existing site with an area of almost 190,000 m2 using modern water treatment and sludge treatment technologies. The capacity of the upgraded complex will be 27,000 m3 per day, with a maximum capacity of 1,744 m3 per hour.

The treatment facilities operating in the village of Osipovo were built in 1971. Wastewater comes here from the residential and industrial buildings of Solnechnogorsk, the villages of Karpovo, Talaevo and Timonovo. The communal infrastructure facility serves more than 60,000 people. At the moment, the equipment is entirely obsolete, and the biological treatment indicators do not comply with the normative values.

The infrastructure being created will allow to carry out a full cycle of mechanical and biological water purification and its subsequent disinfection. As a result of project implementation, the concentration of residual pollution will be lowered to the requirements for fishery facilities water quality located on the river Sestra.

Construction period: 2022 to 2024

The parent company of VIS Group’s construction division is the general contractor for the Afanasovskoye Highway reconstruction project. It is a section of the A-104 highway Moscow - Dmitrov - Dubna - Povedniki, which adjoins the Mytishchi high-speed chord being built by VIS Group under one of the largest concession agreements in the Moscow region.

Reconstruction of the Afanasovskoye Highway will make it possible to ensure a comfortable exit of vehicles from the new high-speed highway to the Dmitrovskoye Highway. The reconstruction project was approved by the City Planning and Land Commission of Moscow, since this section passes through the capital. Afanasovskoe highway starts from Dmitrovskoe highway and is located to the east along the northern border of Moscow.

The 2.7 km section will be expanded from 2 to 4 lanes, and in some places – to 6 lanes. Public transport stops will be reconstructed, three elevated pedestrian crossings will be built and sidewalks will be improved. This part of the road will remain free for users after the project is implemented.

Construction timelines: Phases I & II from 2021 to 2026

In July 2021, the parent company of VIS Group’s construction division was recognized as the winner of an open tender for the development of a residential complex in Salekhard. VIS Production Company carries out surveys, design and construction of 9 houses in the Obdorsky residential complex. 1,210 apartments are intended for participants in the program for resettlement from dilapidated housing.

An open competition for development was held by the Housing Construction Fund of the Yamalo-Nenets Autonomous District. Under its terms, the winner must build two stages of a residential complex, internal engineering networks and modular boiler houses. Several 6 to 8-floor buildings are slated for construction.

The new residential complex is part of a large project for the integrated development of the Obdorsky residential complex. It is located on the right bank of the Preobrazhenka River and is bound by Bogdan Knunyants and Obyezdnaya Streetsm, and Molodyozhy Avenue streets. The 250,000 m2 territory is home to 2 schools, 2 kindergartens, a shopping and entertainment center and 5600 apartments.
